AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in terms and courses of study,
further providing for cardiopulmonary resuscitation education
requirement.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1528. Cardiopulmonary Resuscitation Education
Requirement.--(a) Beginning with the 2016-2017 school year,
each school entity shall provide instruction in cardiopulmonary
resuscitation (CPR) and the use of an automated external
defibrillator (AED) to pupils enrolled in the school entity as a
requirement for high school graduation.
(b) The school entity shall incorporate into the instruction
the psychomotor skills necessary to perform CPR and awareness in

the use of an AED and shall use either of the following:
(1) An instructional program developed by the American Heart
Association or the American Red Cross.
(2) An instructional program that is nationally recognized
and is based on the most current American Heart Association
guidelines for CPR and emergency cardiovascular care.
(c) A certified teacher shall not be required to be an
authorized CPR/AED instructor to facilitate, provide or oversee
instruction for training that does not result in the award of a
course completion card.
(d) A course that results in the award of a completion card
shall be taught by an authorized CPR/AED instructor.
(e) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection unless
the context clearly indicates otherwise:
"Psychomotor skills." The use of hands-on practice to
support cognitive learning.
"School entity." A school district, joint school district,
charter school, regional charter school, cyber charter school or
private school, operating grades nine through twelve.
Section 2. This act shall take effect in 60 days.
