AN ACT
Amending Title 16 (Counties) of the Pennsylvania Consolidated
Statutes, providing for right to work in counties.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Part III of Title 16 of the Pennsylvania
Consolidated Statutes is amended by adding a subpart to read:

§ 4101 . Right-to-work policy.
The right of persons to work shall not be denied or abridged

on account of membership or nonmembership in any labor
organization.
§ 4102 . Nonmembership in labor organization.
A political subdivision may not enter into an agreement that
excludes an individual from employment or continuation of
employment because of nonmembership in a labor organization.
§ 4103. Local ordinances.
A county of any class may enact a local ordinance ensuring
that:
(1) The rights of individuals to work shall not be
denied or abridged for membership or nonmembership in a labor
organization.
(2) A political subdivision within the county may not
enter into an agreement to exclude an individual from
employment or continuation of employment due to nonmembership
in a labor organization.
Section 2. This act shall take effect immediately.
