AN ACT
Designating a portion of State Route 15 in Lycoming County as
the Kelly Rae Mertes DUI Awareness Memorial Highway.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Kelly Rae Mertes DUI Awareness Memorial Highway.
(a) Findings.--
(1) Born on January 23, 1986, in Williamsport, Kelly Rae
Mertes was a lifetime member of St. Boniface Catholic Church,
a recent honors graduate of Bishop Neumann High School and a
gifted artist attending photography college in Lancaster.
(2) On February 5, 2005, Kelly Mertes' life was
tragically cut short when, at 19 years of age, she was killed
by a drunk driver nearly five times over the legal blood
alcohol limit.
(3) Since the loss of their daughter, the Mertes family
has for the last 10 years tirelessly supported the Lycoming
