compensation to be paid to officers and leaders of the Senate
and House of Representatives.
Section 4. Membership.
(a) Appointment.--The commission shall consist of members
who must be residents of this Commonwealth and who shall be
appointed by the Governor. The Governor shall appoint:
(1) Two members who are representatives of labor
organizations.
(2) Two members who own or operate a small business.
(3) Two members who are taxpayers of this Commonwealth.
(4) One member who is an executive level employee of a
large for-profit business entity.
(5) One member who is the director or an officer of a
nonprofit organization.
(6) One member who is a professional in the field of
employee compensation.
(b) Ineligibility.--The appointees shall be persons not
holding any public office nor employed full time with
compensation by the Commonwealth while serving on the
commission.
(c) Term.--The term of a member is three years, commencing
July 1, 2015, and until the member's successor is appointed.
However, of the members first appointed to the commission, the
Governor shall designate three members to serve for three years;
three of the members to serve for two years; and three of the
members to serve for one year.
(d) Compensation and expenses.--Members of the commission
shall serve without compensation but shall be reimbursed for
mileage and actual expenses incurred in carrying out their
responsibilities under this act.
