AN ACT
Amending Titles 18 (Crimes and Offenses) and 75 (Vehicles) of
the Pennsylvania Consolidated Statutes, in other offenses,
repealing provisions relating to violation of governmental
rules regarding traffic; and, in rules of the road in
general, further providing for prohibitions in specified
places.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 7505 of Title 18 of the Pennsylvania
Consolidated Statutes is repealed:
[§ 7505. Violation of governmental rules regarding traffic.
Each Commonwealth agency shall promulgate rules and
regulations governing all vehicular traffic at those
Commonwealth facilities situated upon property of the
Commonwealth which are within the exclusive jurisdiction of such
agency including but not limited to regulations governing the
parking of vehicles upon such property. Whoever violates any of
the rules and regulations promulgated pursuant to this section
governing the parking of vehicles shall, upon conviction in a
summary proceeding, be sentenced to pay a fine not exceeding $5.

Whoever violates any of the rules and regulations promulgated
pursuant to this section governing the movement of traffic or
the operation of vehicles shall, upon conviction in a summary
proceeding, be sentenced to pay a fine not exceeding $15.]
Section 2. Section 3353(a)(3) and (e) of Title 75 are
amended to read:
§ 3353. Prohibitions in specified places.
(a) General rule.--Except when necessary to avoid conflict
with other traffic or to protect the safety of any person or
vehicle or in compliance with law or the directions of a police
officer or official traffic-control device, no person shall:

(3) Park a vehicle:
(i) Within 50 feet of the nearest rail of a railroad
crossing.
(ii) At any place where official signs prohibit
parking.
(iii) At any place within the jurisdiction of a
particular Commonwealth agency, including an agency with
jurisdiction of the Capitol Complex, where official signs
prohibit parking. A person who violates this subparagraph
commits a summary offense and shall, upon conviction, be
sentenced to pay a fine equal to the fine the person
would be subject to in the municipality where the offense
occurred. The Department of General Services shall
annually publish a schedule of fines in the Pennsylvania
Bulletin that applies to jurisdictions under this
subparagraph.

(e) Penalty.--[Any] Except as set forth in subsection (a)(3)

(iii), any person violating any provision of this section is
guilty of a summary offense and shall, upon conviction, be
sentenced to pay a fine of not more than $50.
Section 3. This act shall take effect in 60 days.
