AN ACT

 

1Amending the act of February 9, 1999 (P.L.1, No.1), entitled "An
2act providing for borrowing for capital facilities;
3conferring powers and duties on various administrative
4agencies and officers; making appropriations; and making
5repeals," further providing for the definition of
6"redevelopment assistance capital project" and for
7appropriation for and limitation on redevelopment assistance
8capital projects.

9The General Assembly of the Commonwealth of Pennsylvania
10hereby enacts as follows:

11Section 1. Paragraphs (2) and (3) of the definition of
12"redevelopment assistance capital project" in section 302 of the
13act of February 9, 1999 (P.L.1, No.1), known as the Capital
14Facilities Debt Enabling Act, amended October 25, 2013 (P.L.648,
15No.77), are amended to read:

16Section 302. Definitions.

17The following words and phrases when used in this chapter
18shall have the meanings given to them in this section unless the
19context clearly indicates otherwise:

1"Redevelopment assistance capital project." The design and
2construction of a project which meets all of the following:

4(2) Is a project which will generate substantial
5increases in or maintain current levels of employment, tax
6revenues or other measures of economic activity. This
7paragraph includes:

8(i) a community asset project; and

9(ii) a housing project that will support and 
10generate economic activity or provide housing to the 
11veteran population of this Commonwealth.

12(3) Is a project that has a regional or
13multijurisdictional impact or, in the case of housing, is 
14part of a community revitalization plan or a plan to provide 
15housing to the veteran population of this Commonwealth.

17Section 2. Section 317(c) of the act, amended October 25,
182013 (P.L.648, No.77), is amended to read:

19Section 317. Appropriation for and limitation on redevelopment
20assistance capital projects.

22(c) Housing units.--An amount not to exceed $50,000,000 of 
23the amount under subsection (b) may be used for the construction 
24of housing units, provided that a minimum of $20,000,000 be used 
25for the construction of units to house veterans who are 
26residents of this Commonwealth and homeless or in need of 
27housing.

28Section 3. This act shall take effect in 60 days.
