AN ACT

 

1Designating the bridge carrying State Route 88 over the Ten Mile
2Creek connecting Jefferson Township, Greene County, and East
3Bethlehem Township, Washington County, as the Lieutenant
4General William M. Keys Bridge.

5The General Assembly of the Commonwealth of Pennsylvania

6hereby enacts as follows:

7Section 1. Lieutenant General William M. Keys Bridge.

8(a) Findings.--

9(1) Lieutenant General William M. Keys was born in
10Fredericktown, Pennsylvania.

11(2) General Keys graduated from the United States Naval
12Academy with a bachelor of science degree in 1960. He also
13holds an master's degree from American University and an
14honorary doctorate in Public Service from Washington and
15Jefferson College.

16(3) General Keys' professional military education
17includes The Basic School, Amphibious Warfare School and the
18Command and Staff College. He is also a graduate of the
19National War College.

1(4) General Keys served as company commander with the
21st Battalion, 9th Marine Regiment during the Vietnam
3Conflict. As captain, he led units against the numerically
4superior North Vietnamese Army and Viet Cong forces.

5(5) During General Keys' second tour of duty in Vietnam,
6he served as a major and an advisor to a Vietnamese Marine
7Brigade.

8(6) General Keys served as Commanding General of the 2nd
9Marine Division during Desert Storm.

10(7) In his capacity as Commanding General, General Keys
11prepared more than 20,500 marines, the heaviest marine
12division ever assembled, for deployment and combat operations
13in the Persian Gulf.

14(8) During Desert Storm, General Keys developed a highly
15successful two-axis attack, which marked him a superb
16tactical leader. General Norman Schwarzkopf praised General
17Keys' two-axis attack by calling it "Simply brilliant!"

18(9) General Keys has been awarded the Navy Cross, Silver
19Star, Bronze Star with Combat "V", two Distinguished Service
20Medals, the Defense Distinguished Service Medal, Cross of
21Gallantry, Legion of Merit with Combat "V", Defense
22Meritorious Service Medal and Vietnam Service Medal with four
23bronze stars.

24(10) General Keys has also been chosen to wear Colonel
25Merritt A. "Red Mike" Edson's rank insignia, an honor fewer
26than 12 Marines have ever received.

27(11) General Keys served 34 years in the United States
28Marine Corps at every level of operational command and was
29the Marine Corps Liaison Officer to the United States Senate
30and Deputy, Joint Secretariat, Joint Chiefs of Staff,

1Washington, D.C.

2(12) General Keys retired from the United States Marine
3Corps on September 1, 1994.

4(b) Designation.--The bridge carrying State Route 88 over
5the Ten Mile Creek connecting Jefferson Township, Greene County,
6and East Bethlehem Township, Washington County, is hereby
7designated as the Lieutenant General William M. Keys Bridge.

8(c) Signs.--The Department of Transportation shall erect and
9maintain appropriate signs displaying the name of the bridge to
10traffic in both directions on the bridge.

11Section 2. Effective date.

12This act shall take effect in 60 days.
