A RESOLUTION

 

1Designating the month of May 2013 as "Celebrate to Live Month"
2in Pennsylvania.

3WHEREAS, The days of youth represent a vibrant time filled
4with an array of challenges and beams of hope and promise for
5the future; and

6WHEREAS, Unfortunately, these years sometimes are accompanied
7by a great deal of peer pressure to use alcohol and illegal
8drugs as a means of securing false enjoyment; and

9WHEREAS, When these illegal substances are introduced into
10the celebrations and activities of teens, all too often tragedy
11results in promising futures being prematurely snuffed out and
12lives permanently scarred; and

13WHEREAS, Additional penalties and consequences follow, as any
14minor who purchases, consumes, transports or is in possession of
15alcoholic beverages faces a 90-day suspension of driver's

1license and a fine of up to $300, and a one-year suspension and
2a fine of up to $500 for a subsequent offense; and

3WHEREAS, A minor with a blood alcohol content of 0.02% or
4greater while driving also faces prosecution for driving under
5the influence; and

6WHEREAS, A minor carrying or using a false identification
7card faces a 90-day to one-year license suspension, a fine of up
8to $500 and possible imprisonment of up to 90 days or two years
9for a third and subsequent offense; and

10WHEREAS, A minor under 16 years of age would be subject to
11the same criminal sanctions and would not be able to obtain a
12driver's license for 90 days, which would not start until the
13minor acknowledges the notice of violation to the Department of
14Transportation; therefore be it

15RESOLVED, That the House of Representatives designate the
16month of May 2013 as "Celebrate to Live Month" in Pennsylvania
17and urge all teenagers to enjoy the special time of their youth,
18but to celebrate and enjoy it responsibly.
