A RESOLUTION

 

1Directing the Legislative Budget and Finance Committee to
2conduct a study of the Capitol Police, House of
3Representatives and Senate security forces in this
4Commonwealth and research and evaluate how funding and
5resources are allocated for these police forces.

6WHEREAS, The Capitol Police have been a fully accredited law
7enforcement agency since 2005, and currently consists of 96
8officers and staff members including bicycle and foot patrolmen
9and K-9 officers that serve the Harrisburg, Pittsburgh,
10Philadelphia and Scranton government areas; and

11WHEREAS, Both the Senate and House of Representatives also
12have their own uniformed security forces, numbering 15 officers
13and 27 officers respectively; and

14WHEREAS, All three of the Senate and House of Representatives
15security forces and Capitol Police do a wonderful job of serving
16and protecting the workers and visitors of the State Capitol and
17other government buildings; and

18WHEREAS, The Commonwealth is facing an unprecedented fiscal
19crisis that requires all departments of State government to look

1anew at avenues of potential reduction in expenditures; and

2WHEREAS, One potential way to reduce costs is to consolidate
3or merge the Senate and House of Representatives security forces
4and the Capitol Police; therefore be it

5RESOLVED, That the Legislative Budget and Finance Committee
6conduct a study of this Commonwealth's Capitol Police, the House
7of Representatives and the Senate security forces, measuring
8funding and resources allocated to these forces; and be it
9further

10RESOLVED, That the study should include an analysis of the
11current funding; and be it further

12RESOLVED, That the Legislative Budget and Finance Committee
13provide recommendations necessary or desirable to improve the
14funding and reduce redundancy of this Commonwealth's valued
15House of Representatives and Senate security forces and the
16Capitol Police; and be it further

17RESOLVED, That the Legislative Budget and Finance Committee
18report to the House of Representatives the result of its study
19and recommendations regarding the status of funding of the
20Capitol Police and House of Representatives and Senate security
21forces and file the report with the Chief Clerk of the House of
22Representatives no later than 90 days after adoption of this
23resolution.
