A RESOLUTION
1Calling for a one-year moratorium on any lottery privatization
2proposals.
3WHEREAS, Since its inception in 1971, the Pennsylvania
4Lottery has become a national model for other state lottery
5systems across the country; and
6WHEREAS, Since the initial sale of tickets in 1972, the PA
7Lottery has generated more than $22.6 billion to fund Area
8Agencies on Aging, senior centers, low-cost prescription drugs,
9free transit and reduced fare shared rides, the property
10tax/rent rebate program and long-term living spaces; and
11WHEREAS, The PA Lottery is the only lottery in the nation to
12exclusively dedicate all its proceeds to programs for senior
13citizens; and
14WHEREAS, The PA Lottery has consistently increased annual
15sales and profits that provide critical funding to older
16Pennsylvanians; and
1WHEREAS, The PA Lottery had a record year in 2011-2012 with
2profits of more than $1 billion from total sales of nearly $3.5
3billion, an increase of 10.4% and 8.5%, respectively, over the
4previous year; and
5WHEREAS, The PA Lottery has been successfully managed for
6decades by State employees who have kept administrative costs at
7some of the lowest levels in the nation; and
8WHEREAS, In 2011-2012, administrative costs dropped by nearly
91% over the previous year, saving over $606,000 in one fiscal
10year alone; and
11WHEREAS, The PA Lottery already has the flexibility to expand
12as needed by adding or changing games, utilizing kiosks and
13reviewing additional locations; therefore be it
14RESOLVED, That the House of Representatives call for a one-
15year moratorium on privatizing any management aspects of the PA
16Lottery until January 1, 2014; and be it further
17RESOLVED, That public hearings be held during this moratorium
18in order to determine the impact of any privatization proposals
19on lottery-funded programs which benefit Pennsylvania senior
20citizens.
