AN ACT
1Providing for the capital budget for the fiscal year 2014-2015<-.;
2itemizing redevelopment assistance capital projects to be
3constructed or acquired or assisted by the Department of
4Community and Economic Development, together with their
5estimated financial costs; authorizing the incurring of debt
6without the approval of the electors for the purpose of
7financing the projects to be constructed, acquired or
8assisted by the Department of Community and Economic
9Development; and making appropriations.
10The General Assembly of the Commonwealth of Pennsylvania
11hereby enacts as follows:
12Section 1. Short title.
13This act shall be known and may be cited as the Capital
14Budget <-and Project Itemization Act of 2014-2015.
15Section 2. Overall limitations on debt to be incurred for
16capital projects.
17The maximum principal amount of additional debt to be
18incurred during the 2014-2015 fiscal year, and thereafter until
19the enactment of the 2015-2016 capital budget specifying the
20maximum debt for the 2015-2016 fiscal year, for capital projects
21specifically itemized in a capital budget pursuant to section
17(a)(4) of Article VIII of the Constitution of Pennsylvania, and
2the fund to be charged with the repayment of such debt, shall,
3with respect to each category of capital projects, be as

27Section 3. Effective date.
28This act shall take effect July 1, 2014, or immediately,
29whichever is later.

1Section 3. Total authorizations.
2The total authorization for the additional capital projects
3in the category of redevelopment assistance capital projects
4itemized in section 4 for capital grants by the Department of
5Community and Economic Development, its successors or assigns,
6and to be financed by the incurring of debt, shall be
7$20,000,000.
8Section 4. Itemization of redevelopment assistance projects.
9Additional capital projects in the category of redevelopment
10assistance projects for capital grants by the Department of
11Community and Economic Development, its successors or assigns,
12authorized under the provisions of the act of May 20, 1949
13(P.L.1633, No.493), known as the Housing and Redevelopment
14Assistance Law, and redevelopment assistance capital projects
15and to be financed by the incurring of debt, are hereby
16itemized, together with their respective estimated financial
17costs, as follows:

28Section 5. Debt authorization.
29Subject to the limitation in section 317(b) of the act of
30February 9, 1999 (P.L.1, No.1), known as the Capital Facilities
1Debt Enabling Act, the Governor, Auditor General and State
2Treasurer are hereby authorized and directed to borrow from time
3to time in addition to any authorization heretofore or hereafter
4enacted, on the credit of the Commonwealth, subject to the
5limitations provided in the current capital budget, money not
6exceeding in the aggregate the sum of $20,000,000 as may be
7found necessary to carry out the redevelopment assistance
8capital projects specifically itemized in a capital budget.
9Section 6. Issue of bonds.
10The indebtedness authorized in this act shall be incurred
11from time to time and shall be evidenced by one or more series
12of general obligation bonds of the Commonwealth in such
13aggregate principal amount for each series as the Governor, the
14Auditor General and the State Treasurer shall determine, but the
15maximum term of the debt authorized to be incurred under this
16act is 30 years.
17Section 7. Appropriations.
18The net proceeds of the sale of the obligations authorized in
19this act are hereby appropriated from the Capital Facilities
20Fund to the Department of Community and Economic Development in
21the maximum amount of $20,000,000 to be used by it exclusively
22to defray the financial cost of redevelopment assistance capital
23projects specifically itemized in a capital budget. After
24reserving or paying the expenses of the sale of the obligation,
25the State Treasurer shall pay to the Department of Community and
26Economic Development the moneys as required and certified by it
27to be legally due and payable.
28Section 8. Federal funds.
29In addition to those funds appropriated in section 7, all
30moneys received from the Federal Government for the projects
1specifically itemized in this act are also hereby appropriated
2for those projects.
3Section 9. Editorial changes.
4In editing and preparing this act for printing following the
5final enactment, the Legislative Reference Bureau shall insert
6or revise letters or numbers for projects where the letters or
7numbers are missing or require revision. The bureau shall also
8revise the total monetary amounts for the total authorization,
9debt authorization, appropriations and departmental totals as
10necessary to agree with the total monetary amounts of the
11projects.
12Section 10. Effective date.
13This act shall take effect immediately.
