AN ACT

 

1Amending the act of August 5, 1941 (P.L.752, No.286), entitled
2"An act regulating and improving the civil service of certain
3departments and agencies of the Commonwealth; vesting in the
4State Civil Service Commission and a Personnel Director
5certain powers and duties; providing for classification of
6positions, adoption of compensation schedules and
7certification of payrolls; imposing duties upon certain
8officers and employes of the Commonwealth; authorizing
9service to other State departments or agencies and political
10subdivisions of the Commonwealth in matters relating to civil
11service; defining certain crimes and misdemeanors; imposing
12penalties; making certain appropriations, and repealing
13certain acts and parts thereof," providing for coordination
14of work by commission.

15The General Assembly of the Commonwealth of Pennsylvania
16hereby enacts as follows:

17Section 1. The act of August 5, 1941 (P.L.752, No.286),
18known as the Civil Service Act, is amended by adding a section
19to read:

20Section 215. Coordination of Work by Commission.--(a) In
21accordance with section 501 of the act of April 9, 1929
22(P.L.177, No.175), known as The Administrative Code of 1929, the
23commission may enter into cooperative agreements and other

1arrangements with agencies, departments, boards or commissions
2to accomplish or execute the commission's administrative work,
3including, but not limited to, arranging for budget preparation
4and fiscal oversight services, human resources and personnel
5services, installation and operation of computer and information
6technology systems, procurement services, courier and mailing
7services and other similar administrative services to achieve
8operating and fiscal efficiencies for the commission.
9Notwithstanding any provision of 62 Pa.C.S. (relating to
10procurement), the commission may use the Department of General
11Services as its purchasing agency. The commission shall retain
12authority over, and responsibility for, commission work
13performed pursuant to such cooperative agreements or
14arrangements.

15(b) The commission may procure from one or more contractors
16the production of physical copies of the commission's
17examinations or tests, which include, but are not limited to,
18the questions or any other material used in such examinations or
19tests. Any contract for the production of physical copies of the
20commission's examinations or tests shall require the contractor
21to maintain security over the examinations or tests to prevent
22unauthorized persons from gaining access to them while they are
23in the contractor's possession, custody or control.

24Section 2. This act shall take effect in 60 days.
