AN ACT

 

1Designating a portion of County Line Road separating Montgomery
2County and Bucks County as the SP4 Ronald C. Smith Memorial
3Highway<-; designating a portion of Pennsylvania Route 233 from 
4the northern corporate limits of Newville Borough to the 
5Cumberland County and Perry County line as the Sergeant 
6Timothy L. Hayslett Memorial Highway; and<- designating a 
7bridge on that portion of US 22/US 322 Eastbound over 
8Interstate 81, Susquehanna Township, Dauphin County, as the 
9Chief Warrant Officer Matthew Ruffner Memorial Bridge.;<- 
10designating a portion of Pennsylvania Route 12 in Alsace 
11Township, Berks County, as the Special Warfare Operator Chief 
12(SEAL) Lance M. Vaccaro Highway; and designating the bridge 
13on State Route 3023, Johns Road, Johnstown, Cambria County, 
14as the Clara Barton Memorial Bridge.

15The General Assembly of the Commonwealth of Pennsylvania
16hereby enacts as follows:

17Section 1. SP4 Ronald C. Smith Memorial Highway.

18(a) Findings.--

19(1) SP4 Ronald Carlton Smith was a resident of Hatboro,
20Pennsylvania, before enlisting in the United States Army on

1December 6, 1967, at 23 years of age.

2(2) SP4 Smith was assigned to Troop E, 1st Cavalry, 11th
3Infantry Brigade, Americal Division of the United States Army
4in Vietnam.

5(3) SP4 Smith served as an Armor Reconnaissance
6Specialist, gathering intelligence on terrain features;
7scouting enemy force strength and locations; driving armored,
8tracked and wheeled vehicles and engaging in tactical
9operations against enemy troops.

10(4) While valiantly serving his country, SP4 Smith was
11killed by an explosive device on April 14, 1968, in the Quang
12Ngai Province of South Vietnam.

13(b) Designation.--The section of County Line Road separating
14Montgomery and Bucks Counties from Maple Avenue to Easton Road
15is hereby designated the SP4 Ronald C. Smith Memorial Highway.

16(c) Signs.---The Department of Transportation shall erect
17and maintain appropriate signs displaying the name of the
18highway to traffic in both directions on the highway.

<-19Section 2. Sergeant Timothy L. Hayslett Memorial Highway.

20(a) Findings and declarations.--The General Assembly finds
21and declares as follows:

22(1) Timothy L. Hayslett was born May 17, 1977, in
23Winston-Salem, North Carolina. He moved to Newville,
24Pennsylvania, in Cumberland County along with his family in
251983. He attended Big Spring High School in Newville and
26entered the United States Army in 1995 where he served for
27eight years.

28(2) Sergeant Hayslett was assigned to the Headquarters
29and Headquarters Company, 1st Battalion, 37th Armored
30Regiment, 1st Armored Division at Friedberg, Germany. He died

1November 15, 2003, at 26 years of age while on patrol in
2Baghdad, Iraq, when an improvised explosive device struck his
3Humvee.

4(3) Sergeant Hayslett was awarded the Purple Heart and
5the Bronze Star Medal for his wounds sustained in combat
6against an enemy of the United States. He was also awarded
7the Good Conduct Medal, the National Defense Service Medal,
8the Global War on Terror Service Medal and the Iraq Campaign
9Medal with Two Bronze Service Stars.

10(4) Sergeant Timothy Hayslett, the beloved son of Guy L.
11and Mary D. Hayslett of Newville, PA, was courageously
12serving his country at the time of his death, and his
13excellence as a soldier has been extolled by many.

14(b) Designation.--The section of Pennsylvania Route 233 from
15the northern corporate limits of Newville Borough to the
16Cumberland County and Perry County line is hereby designated as
17the Sergeant Timothy L. Hayslett Memorial Highway.

18(c) Signs.--The Department of Transportation shall erect and
19maintain appropriate signs displaying the name of the highway to
20traffic in both directions on the highway.

21Section 3. Chief Warrant Officer Matthew Ruffner Memorial
22Bridge.

23(a) Findings.--

24(1) Chief Warrant Officer (CWO) Matthew Ruffner was a
25resident of Susquehanna Township, Dauphin County,
26Pennsylvania.

27(2) CWO Ruffner was a pilot and a senior flight
28instructor at Fort Indiantown Gap.

29(3) While bravely serving his country, CWO Ruffner was
30killed in Afghanistan on April 9, 2013, in a helicopter

1crash.

2(b) Designation.--The bridge located on US 22/US 322
3Eastbound over Interstate 81 in Susquehanna Township, Dauphin
4County, is hereby designated the Chief Warrant Officer Matthew
5Ruffner Memorial Bridge.

6(c) Signs.--The Department of Transportation shall erect and
7maintain appropriate signs displaying the name of the bridge to
8traffic in both directions on the bridge.

9Section 4. Special Warfare Operator Chief (SEAL) Lance M.<-
10Vaccaro Highway.

11(a) Findings.--The General Assembly finds and declares as
12follows:

13(1) Special Warfare Operator Chief (SEAL) Lance M.
14Vaccaro was born in Reading in 1972 and was raised and lived
15in Alsace Township from 1973 until 1987, attending the Oley
16Valley School District public schools.

17(2) Special Warfare Operator Chief Lance M. Vaccaro
18graduated from Oley Valley High School in 1990 and after
19studying briefly at Kutztown University enlisted in the
20United States Navy in 1991.

21(3) After serving aboard the U.S.S. George Washington
22and U.S.S. Kitty Hawk, Special Warfare Operator Chief Lance
23M. Vaccaro became a member of the United States Navy's elite
24SEALs in 1997 and subsequently was deployed on overseas
25missions in Kosovo, Afghanistan and Iraq.

26(4) Special Warfare Operator Chief Lance M. Vaccaro died
27during a training mission in the United States in 2008.

28(5) Special Warfare Operator Chief Lance M. Vaccaro's
29awards include the Navy and Marine Corps Commendation Medal,
30Army Commendation Medal, Joint Service Achievement Medal,

1four Navy and Marine Corps Achievement Medals, two Combat
2Action Ribbons, Presidential Unit Citation, Navy Unit
3Commendation, Armed Forces Expeditionary Medal, Kosovo
4Campaign Medal, Afghanistan Campaign Medal, Iraq Campaign
5Medal, Global War on Terrorism Service Medal, Global War on
6Terrorism Expeditionary Medal and Armed Forces Service Medal.

7(6) Special Warfare Operator Chief Lance M. Vaccaro is
8survived by his parents, Joseph and Christine L. Vaccaro.

9(b) Designation.--The section of Pennsylvania Route 12 in
10Alsace Township, Berks County, is hereby designated the Special
11Warfare Operator Chief (SEAL) Lance M. Vaccaro Highway.

12(c) Signs.--The Department of Transportation shall erect and
13maintain appropriate signs displaying the name of the highway to
14traffic in both directions on the highway.

15Section 5. Clara Barton Memorial Bridge.

16(a) Findings.--

17(1) In 1882, after years of work, pioneer nurse Clara
18Barton's organization, the American National Red Cross, was
19officially established.

20(2) On June 5, 1889, approximately five days after the
21South Fork Dam broke in Johnstown, Pennsylvania, Clara Barton
22and a group of Red Cross volunteers rode the train to the
23devastated town to help the survivors in one of the first
24major disaster responses for the organization.

25(3) Clara Barton and the Red Cross remained in the town
26for more than five months and provided aid to more than
2725,000 people by establishing feeding stations, building
28shelters and rendering medical care.

29(4) Clara Barton continued her work with the Red Cross
30helping others during times of disaster until her resignation

1in 1904 at 83 years of age. She died April 12, 1912, at 90
2years of age.

3(b) Designation.--The bridge located on State Route 3023,
4Johns Street, over Little Conemaugh River in Johnstown, Cambria
5County is hereby designated the Clara Barton Memorial Bridge.

6(c) Signs.--The Department of Transportation shall erect and
7maintain appropriate signs displaying the name of the bridge to
8traffic in both directions on the bridge.

9Section <-2 4 6. Effective date.

10This act shall take effect <-immediately. as follows:

11(1) Section 3 shall take effect in 60 days.

12(2) The remainder of this act shall take effect
13immediately.
