AN ACT

 

1Designating a bridge in Greene County as the Lieutenant Colonel
2Cephus Lee Roupe Memorial Bridge<-.; and designating the 
3bridges recognized as MF 195 and MF 196 carrying State Route 
443 over the Dunlap Creek in Luzerne Township, Fayette County, 
5as the <-Fayette County Expressway Organization (FAYCO) Bridges 
6Fayette Expressway Completion Organization (FAECO) Bridges<-.; 
7and designating State Bridge No. 53-0054-0290-0143 carrying 
8S.R. 54 in Mahanoy Township, Schuylkill County, over the 
9Reading and Northern Railroad, as the Cornelius McElhenny 
10Memorial Bridge.

11The General Assembly of the Commonwealth of Pennsylvania
12hereby enacts as follows:

13Section 1. Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

14(a) Findings and declarations.--The General Assembly finds
15and declares as follows:

16(1) Lieutenant Colonel Cephus Lee Roupe was born on
17November 7, 1957, in Waynesburg, Pennsylvania, and passed
18away at 54 years of age on March 2, 2012, of natural causes.

1(2) Lieutenant Colonel Roupe proudly and courageously
2served his country in the United States Army for 36 years.

3(3) Lieutenant Colonel Roupe began his career as an
4enlisted soldier and excelled through the ranks. When
5Lieutenant Colonel Roupe was an E-5 (SGT) he applied and was
6accepted into flight school in which he received his aviation
7wings at Fort Rucker, Alabama, as a Warrant Officer.

8(4) Lieutenant Colonel Roupe was a former Warrant
9Officer who received a direct commission appointment to the
10Medical Service Corps and was qualified in the UH-1, AH-1,
11UH-60, T-42, U-21 and C-12 aircraft.

12(5) Lieutenant Colonel Roupe was one of the most
13experienced Medical Service Corps aviators and was a Master
14Army Aviator and a combat veteran of Operation Desert Storm,
15the Bosnian War -- Operation Joint Endeavor and two tours in
16Iraq - Operation Iraqi Freedom, and Afghanistan - Operation
17Enduring Freedom.

18(b) Designation.--The bridge that carries State Route 18,
19Section D10, Segment 0070, Offset 0038, over Fish Creek in New
20Freeport Township, Greene County, is designated as the
21Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

22(c) Signs.--The Department of Transportation shall erect and
23maintain appropriate signs displaying the name of the bridge to
24traffic in both directions on the bridge.

<-25Section 2. Fayette County Expressway Organization (FAYCO) 
<-26Fayette Expressway Completion Organization (FAECO)
27Bridges.

28(a) Findings and declarations.--The General Assembly finds
29and declares:

30(1) The <-Fayette County Expressway Organization, known as
 

1FAYCO <-Fayette Expressway Completion Organization, known as 
2FAECO, was a citizens group formed to build a local support
3network for the construction of a limited-access, four-lane
4highway through Fayette County.

5(2) The organization remained committed to completion of
6the project through all phases of the development of the Mon-
7Fayette Expressway (State Route 43) through Fayette County.

8(b) Designation.--The bridges recognized as MF 195 and MF
9196 carrying State Route 43 over the Dunlap Creek in Luzerne
10Township, Fayette County, are designated as the <-Fayette County 
11Expressway Organization (FAYCO) Bridges. <-Fayette Expressway 
12Completion Organization (FAECO) Bridges.

13(c) Signs.--The Pennsylvania Turnpike Commission shall erect
14and maintain appropriate signs displaying the name of the <-bridge
<-15bridges to traffic in both directions on the highway.

<-16Section 3. Cornelius McElhenny Memorial Bridge.

17(a) Findings and declarations.--The General Assembly finds
18and declares as follows:

19(1) For many years, the bridge carrying S.R. 54 over the
20Reading and Northern Railroad in Mahanoy Township, Schuylkill
21County, Department of Transportation No. 53-0054-0290-0143,
22has been known as the Cornelius McElhenny Bridge.

23(2) It was named for Cornelius McElhenny, a resident of
24Mahanoy Township and a lifelong public servant.

25(3) Cornelius McElhenny was born June 13, 1900, and died
26February 11, 1971.

27(4) He worked in the Morea colliery and served as
28president of the local chapter of the United Mine Workers of
29America from 1930 until 1943.

30(5) Throughout his life, he also held positions as

1supervisor for Mahanoy Township, president of the Mahanoy
2Township Water Authority, member of the Schuylkill County
3Executive Board, member of the Mahanoy Township School Board,
4member of the Mahanoy Area School Board and director of the
5Morea-New Boston Breaker Corporation. He was also active in
6St. Canicus Roman Catholic Church of Mahanoy City.

7(6) Cornelius McElhenny dedicated his life to his
8community, and it is fitting that the bridge be officially
9and permanently designated in his honor.

10(b) Designation.--The bridge, known as State Bridge No. 53-
110054-0290-0143, carrying S.R. 54 in Mahanoy Township, Schuylkill
12County, over the Reading and Northern Railroad, is hereby
13designated as the Cornelius McElhenny Memorial Bridge.

14(c) Signs.--The Department of Transportation shall erect and
15maintain appropriate signs displaying the name of the bridge to
16traffic in both directions on the bridge.

17Section <-2 3 4. Effective date.

18This act shall take effect <-in 60 days. as follows:

19(1) <-Section 1 Sections 1 and 3 of this act shall take
20effect in 60 days.

21(2) The remainder of this act shall take effect
22immediately.
