AN ACT

 

1Designating a bridge in Greene County as the Lieutenant Colonel
2Cephus Lee Roupe Memorial Bridge<-.; and designating the 
3bridges recognized as MF 195 and MF 196 carrying State Route 
443 over the Dunlap Creek in Luzerne Township, Fayette County, 
5as the Fayette County Expressway Organization (FAYCO) 
6Bridges.

7The General Assembly of the Commonwealth of Pennsylvania
8hereby enacts as follows:

9Section 1. Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

10(a) Findings and declarations.--The General Assembly finds
11and declares as follows:

12(1) Lieutenant Colonel Cephus Lee Roupe was born on
13November 7, 1957, in Waynesburg, Pennsylvania, and passed
14away at 54 years of age on March 2, 2012, of natural causes.

15(2) Lieutenant Colonel Roupe proudly and courageously
16served his country in the United States Army for 36 years.

1(3) Lieutenant Colonel Roupe began his career as an
2enlisted soldier and excelled through the ranks. When
3Lieutenant Colonel Roupe was an E-5 (SGT) he applied and was
4accepted into flight school in which he received his aviation
5wings at Fort Rucker, Alabama, as a Warrant Officer.

6(4) Lieutenant Colonel Roupe was a former Warrant
7Officer who received a direct commission appointment to the
8Medical Service Corps and was qualified in the UH-1, AH-1,
9UH-60, T-42, U-21 and C-12 aircraft.

10(5) Lieutenant Colonel Roupe was one of the most
11experienced Medical Service Corps aviators and was a Master
12Army Aviator and a combat veteran of Operation Desert Storm,
13the Bosnian War -- Operation Joint Endeavor and two tours in
14Iraq - Operation Iraqi Freedom, and Afghanistan - Operation
15Enduring Freedom.

16(b) Designation.--The bridge that carries State Route 18,
17Section D10, Segment 0070, Offset 0038, over Fish Creek in New
18Freeport Township, Greene County, is designated as the
19Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

20(c) Signs.--The Department of Transportation shall erect and
21maintain appropriate signs displaying the name of the bridge to
22traffic in both directions on the bridge.

<-23Section 2. Fayette County Expressway Organization (FAYCO)
24Bridges.

25(a) Findings and declarations.--The General Assembly finds
26and declares:

27(1) The Fayette County Expressway Organization, known as
28FAYCO, was a citizens group formed to build a local support
29network for the construction of a limited-access, four-lane
30highway through Fayette County.

1(2) The organization remained committed to completion of
2the project through all phases of the development of the Mon-
3Fayette Expressway (State Route 43) through Fayette County.

4(b) Designation.--The bridges recognized as MF 195 and MF
5196 carrying State Route 43 over the Dunlap Creek in Luzerne
6Township, Fayette County, are designated as the Fayette County
7Expressway Organization (FAYCO) Bridges.

8(c) Signs.--The Pennsylvania Turnpike Commission shall erect
9and maintain appropriate signs displaying the name of the bridge
10to traffic in both directions on the highway.

11Section <-2 3. Effective date.

12This act shall take effect <-in 60 days. as follows:

13(1) Section 1 of this act shall take effect in 60 days.

14(2) The remainder of this act shall take effect
15immediately.
