AN ACT
1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, in licensing of drivers, providing for autism
3spectrum disorder designation on driver's license or
4identification card and for contributions for autism spectrum
5disorder awareness; and establishing the Autism Spectrum
6Disorder Awareness Account.
7The General Assembly of the Commonwealth of Pennsylvania
8hereby enacts as follows:
9Section 1. Section 1510 of Title 75 of the Pennsylvania
10Consolidated Statutes is amended by adding a subsection to read:
11§ 1510. Issuance and content of driver's license.

13(c.1) Autism spectrum disorder designation.--The following
14shall apply:
15(1) An individual who is diagnosed with an autism
16spectrum disorder may request to have a notation of the
17diagnosis placed on the individual's driver's license or
18identification card. The individual shall present the
1department with a sworn statement from a qualified medical
2professional licensed in this Commonwealth verifying the
3diagnosis. The individual must provide the department with
4permission to make public the diagnosis on the individual's
5driver's license or identification card.
6(2) A parent or guardian of an individual under 18 years
7of age or under guardianship may request the notation
8provided under this subsection to be placed on the
9individual's driver's license or identification card. The
10parent or guardian must comply with all of the requirements
11under paragraph (1).
12(3) The department shall promulgate regulations
13necessary to administer this subsection.

15Section 2. Title 75 is amended by adding a section to read:
16§ 1521. Autism spectrum disorder awareness.
17(a) Contributions.--The department shall provide an
18applicant for an original or renewal driver's license or
19identification card the opportunity to make a contribution of $1
20to the Autism Spectrum Disorder Awareness Account established
21under this section. The contribution shall be added to the
22regular fee for an original or renewal driver's license or
23identification card. One contribution may be made for each
24issuance or renewal of a driver's license or identification
25card. The department shall monthly determine the total amount
26contributed under this section and shall report that amount to
27the State Treasurer, who shall transfer that amount to the
28Autism Spectrum Disorder Awareness Account.
29(b) Account.--The Autism Spectrum Disorder Awareness Account
30is established as a restricted account within the General Fund.
1Money in the account shall be appropriated on a continuing basis
2and shall be used exclusively by the Department of Health for
3education and training of working professionals on autism
4spectrum disorder.
5Section 3. This act shall take effect in 60 days.
