AN ACT

 

1Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2act relating to the public school system, including certain
3provisions applicable as well to private and parochial
4schools; amending, revising, consolidating and changing the
5laws relating thereto," in terms and courses of study,
6providing for emergency lockdown drills.

7The General Assembly of the Commonwealth of Pennsylvania
8hereby enacts as follows:

9Section 1. The act of March 10, 1949 (P.L.30, No.14), known
10as the Public School Code of 1949, is amended by adding a
11section to read:

12Section 1517.1. Emergency Lockdown Drills.--(a) In all
13elementary and secondary public schools emergency lockdown
14drills shall be periodically conducted, not less than one a
15month, by the teacher or teachers in charge, under rules and
16regulations to be promulgated by the district superintendent
17having supervision over such schools. In the drills, the pupils
18and teachers shall be instructed in, and made thoroughly
19familiar with, the steps that are to be taken in the event that

1the school is put in a lockdown.

2(b) District superintendents are hereby required to see that
3the provisions of this section are faithfully carried out in the
4schools over which they have charge.

5(c) Any person who violates or fails to comply with the
6provisions of this section commits a misdemeanor and shall, upon
7conviction, be sentenced to pay a fine of not less than twenty-
8five dollars ($25) nor more than five hundred dollars ($500), or
9to imprisonment for not less than ten (10) days nor more than
10sixty (60) days, or both.

11(d) All schools using or contracting for school buses for
12the transportation of school children shall conduct on school
13grounds two emergency lockdown drills on buses during each
14school year, the first to be conducted during the first week of
15the first school term and the second during the month of March,
16and at such other times as the chief school administrator may
17require. Bus operators shall be provided with proper training
18and instructions to enable them to carry out the provisions of
19this subsection and may be required to attend classes and drills
20in connection therewith.

21(e) On or before the tenth day of April of each year, each
22district superintendent shall certify to the Department of
23Education that the emergency lockdown drills required under this
24section have been held.

25Section 2. This act shall take effect in 60 days.
