4Memorial Bridge<-; designating the traffic circle on State
5Route 116 at Hanover Road and Roth's Church Road in Spring
6Grove, York County, as the Officer David D. Tome Memorial
7Circle; designating a bridge on State Route 116 in Spring
8Grove Borough, York County, as the Cameron J. Stambaugh
9Memorial Bridge; designating a bridge on that portion of
10State Route 4002 between Intermediate Avenue and Municipal
11Drive in Dover Borough, York County, as the Zachary R.
12Clouser Memorial Bridge; and designating the bridge on State
13Route 74 between Drawbaugh Avenue and Mill Alley, Dover
14Borough, York County, as the Sergeant Brett E. Walden
18Section 1. Corporal Luke S. Runyan Memorial Bridge.
21(1) Corporal Luke S. Runyan, age 21, formerly of Spring
13(b) Designation.--The bridge located on State Route 3072,
14Hanover Road, near its intersection with State Route 3092, Lake
15Road, in Spring Grove Borough, York County is hereby designated
16the Corporal Luke S. Runyan Memorial Bridge.
<-20Section 2. Officer David D. Tome Memorial Circle.
22(1) Police officer David D. Tome was killed in the line
23of duty on Tuesday, October 21, 2008, in Franklin Township,
24York County, while serving as a member of the Northern York
25County Regional Police Department. He was 31 years of age.
11Section 3. Cameron J. Stambaugh Memorial Bridge.
28Section 4. Zachary R. Clouser Memorial Bridge.
30(1) Specialist Zachary Ryan Clouser, age 19, was killed
6(3) After completing training in Fort Benning, Georgia,
7Specialist Clouser was assigned in February of 2006 to 1st
8Platoon, "Apache" Company, 1st Battalion, 26th Infantry "Blue
9Spaders" in Schweinfurt, Germany, as an M2A2 Bradley Fighting
11(4) Specialist Clouser deployed to Iraq on August 6,
122006, and participated in numerous combat patrols in
13northeast Baghdad and Adhamiyah, Iraq. He served as both his
14platoon sergeant's M1151 Up-Armor HMMWV Machine Gunner and
15M2A2 Bradley Fighting Vehicle Gunner.
16(5) Specialist Clouser was posthumously awarded the
17Bronze Star Medal, the Purple Heart and the Combat
18Infantryman Badge. His other decorations include the Army
19Commendation Medal, National Defense Service Medal, Iraq
20Campaign Medal, Global War on Terrorism Service Medal, Army
21Service Ribbon and Overseas Service Ribbon with Numeral 2.
26(b) Designation.--The bridge located on State Route 4002
27between Intermediate Avenue and Municipal Drive in Dover
28Borough, York County, is hereby designated the Zachary R.
29Clouser Memorial Bridge.
30(c) Signs.--The Department of Transportation shall erect and

11(3) Sergeant Walden was a decorated soldier, having
12attained the Expert Infantry Badge, the Combat Infantry
13Badge, the Global War on Terrorism Medal, the Global War on
14Terrorism Expeditionary Medal, the Iraqi and Afghanistan
15Campaign Medal, two Bronze Star Medals, the Meritorious
16Service Medal and the Purple Heart.
26Section <-2 6. Effective date.
27This act shall take effect in 60 days.
