3The General Assembly of the Commonwealth of Pennsylvania
4hereby enacts as follows:

5Section 1. Section 3211(b.1) of Title 58 of the Pennsylvania
6Consolidated Statutes, added February 14, 2012 (P.L.87, No.13),
7is amended to read:

8§ 3211. Well permits.

10(b.1) Notification.--The applicant shall submit proof of
11notification with the well permit application. Notification of
12surface owners shall be performed by sending notice to those
13persons to whom the tax notices for the surface property are
14sent, as indicated in the assessment books in the county in
15which the property is located. Notification of surface
16landowners or water purveyors shall be on forms, and in a manner
17prescribed by the department, sufficient to identify the rights

1afforded those persons under section 3218 (relating to
2protection of water supplies) and to advise them of the
3advantages of taking their own predrilling or prealteration
4survey. The well operator shall give public notice of the filing 
5by publication in a newspaper of general circulation, published 
6in the locality where the permit is applied for, once a week for 
7four consecutive weeks.
