1Amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated
2Statutes, in development, in general requirements relating to
3development, further providing for use of safety devices.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 3219 of Title 58 of the Pennsylvania
7Consolidated Statutes, added February 14, 2012 (P.L.87, No.13),
8is amended to read:

9§ 3219. Use of safety devices.

10(a) Protection.--Any person engaged in drilling an oil or 
11gas well shall equip it with casings of sufficient strength, and 
12other safety devices as are necessary, in the manner prescribed 
13by regulation of the department, and shall use every effort and 
14endeavor effectively to prevent blowouts, explosions and fires.

15(b) Communication.--At each operating well, the well
16operator shall do all of the following:

17(1) Install and maintain a system for real-time
18communications from adaptive, multifrequency wireless

1broadband mesh networks.

2(2) Maintain communications with:

3(i) the Pennsylvania Emergency Management Agency;

4(ii) the office of the individual specified under 35
5Pa.C.S. § 7502 (relating to local coordinator of
6emergency management); and

7(iii) the department.

8Section 2. This act shall take effect in 60 days.
