AN ACT

 

1Amending the act of December 18, 2001 (P.L.949, No.114),
2entitled, as amended, "An act establishing a unified
3workforce investment system; restructuring certain
4administrative functions, procedures and entities;
5transferring workforce development functions of Commonwealth
6agencies; establishing the Pennsylvania Workforce Investment
7Board; providing for critical job training grants, for
8guarantees for program quality and performance for workforce
9development programs, for workforce leadership grants; and
10authorizing local workforce investment boards," in local
11workforce investment areas and boards, providing for youth
12councils.

13The General Assembly of the Commonwealth of Pennsylvania
14hereby enacts as follows:

15Section 1.  The act of December 18, 2001 (P.L.949, No.114),
16known as the Workforce Development Act, is amended by adding a
17section to read:

18Section 506.  Youth council.

19(a)  Establishment.--A youth council within each local
20workforce investment board shall be established and appointed by
21the local workforce investment board, in cooperation with the
22chief elected official for the local area.

23(b)  Membership.--A youth council shall include:

1(1)  Members of the local board as described in section
2117(b)(2) of the Workforce Investment Act of 1998 (Public Law
3105-220, 29 U.S.C. § 2832(b)(2)) with special interest or
4expertise in youth policy.

5(2)  Representatives of youth service agencies, including
6juvenile justice and local law enforcement agencies.

7(3)  Representatives of local public housing authorities.

8(4)  Parents of eligible youth seeking assistance under
9this act.

10(5)  Individuals, including former participants, and
11representatives of organizations that have experience
12relating to youth activities.

13(6)  Representatives of the Job Corps, as appropriate.

14(7)  Members of the youth demographic who maintain
15leadership roles in local youth organizations.

16(8)  Such other individuals as the chairperson of the
17local board, in cooperation with the chief elected official,
18determines to be appropriate.

19(c)  Relationship to local workforce investment board.--
20Members of the youth council who are not members of the local 
21workforce investment board described in section 117(b)(2) of the 
22Workforce Investment Act of 1998 shall be voting members of the 
23youth council and nonvoting members of the local workforce 
24investment board.

25(d)  Duties.--The youth council shall:

26(1)  Develop the portions of the local plan relating to
27eligible youth as determined by the chairperson of the local
28workforce investment board.

29(2)  Subject to the approval of the local workforce 
30investment board and consistent with section 123 of the 

1Workforce Investment Act of 1998 (29 U.S.C. § 2843):

2(i)  Recommend eligible providers of youth activities
3to be awarded grants or contracts on a competitive basis
4by the local workforce investment board to carry out the
5youth activities.

6(ii)  Conduct oversight with respect to the eligible 
7providers of youth activities in the local area.

8(3)  Coordinate youth activities authorized under section 
9129 of the Workforce Investment Act of 1998 (29 U.S.C. § 
102854).

11(4)  Perform other duties as determined to be appropriate
12by the chairperson of the local workforce investment board.

13Section 2.  This act shall take effect immediately.
