| A RESOLUTION |
| |
1 | Expressing support for the Nation of Israel and for its right to |
2 | live in peace and to defend itself; and commending Israel for |
3 | its cordial and mutually beneficial relationship with the |
4 | United States and with the Commonwealth of Pennsylvania. |
5 | WHEREAS, The land of Israel was the birthplace of the Jewish |
6 | people and, despite Jewish exile, the land has remained the |
7 | place where their religious, spiritual and national identity of |
8 | the Nation of Israel was formed; and |
9 | WHEREAS, Israel has been granted its lands under and, through |
10 | the oldest recorded deed, as recorded in the Old Testament, a |
11 | tome of scripture held sacred and revered by Jews and |
12 | Christians, alike, as presenting the acts and words of God; and |
13 | WHEREAS, As the grantor of those lands, God stated to the |
14 | Jewish people in the Old Testament, from Leviticus, Chapter 20, |
15 | Verse 24: "Ye shall inherit their land, and I will give it unto |
16 | you to possess it, a land that floweth with milk and honey"; and |
17 | WHEREAS, The legal basis for the establishment of the State |
18 | of Israel was a binding resolution under international law, |

1 | which was unanimously adopted by the League of Nations in 1922 |
2 | and subsequently affirmed by both houses of the Congress of the |
3 | United States; and |
4 | WHEREAS, That resolution affirmed the establishment of a |
5 | national home for the Jewish people in the historical region of |
6 | the Land of Israel, including areas of Judea, Samaria and |
7 | Jerusalem; and |
8 | WHEREAS, Article 80 of the Charter of the United Nations |
9 | recognized the continued validity of the rights granted to |
10 | states or peoples which already existed under international |
11 | instruments and, therefore, the 1922 League of Nations |
12 | resolution remains valid, and the 650,000 Jews currently |
13 | residing in the areas of Judea, Samaria and eastern Jerusalem |
14 | reside there legitimately; and |
15 | WHEREAS, The Nation of Israel declared its independent |
16 | control and governance of those lands on May 14, 1948, with the |
17 | goal of reestablishing their God-given lands as a homeland for |
18 | the Jewish people; and |
19 | WHEREAS, The United States of America was the first country |
20 | to recognize Israel as an independent nation in 1948; and |
21 | WHEREAS, Israel is the greatest friend and ally of the United |
22 | States in the Middle East, and the values of our two nations and |
23 | destinies are so intertwined that it is impossible to separate |
24 | one from the other; and |
25 | WHEREAS, Israel and the Commonwealth of Pennsylvania have |
26 | enjoyed cordial and mutually beneficial relations since 1948, a |
27 | friendship that continues to strengthen with each passing year; |
28 | and |
29 | WHEREAS, The Lord of Abraham, Isaac and Jacob promises in |
30 | Genesis 12:3 to bless those that bless Israel; and |

1 | WHEREAS, United Nations Security Council Resolution 242 |
2 | (1967) recognized Israel's "right to live in peace within secure |
3 | and recognized boundaries free from threats or acts of force"; |
4 | and |
5 | WHEREAS, There are those in the Middle East who have |
6 | continually sought to destroy Israel from the time of its |
7 | inception as a state, and those same haters of Israel also hate |
8 | and seek to destroy the United States; and |
9 | WHEREAS, Israel faces continued threats to its safety and |
10 | security today from Iran and others in the Middle East region; |
11 | therefore be it |
12 | RESOLVED, That the Senate of the Commonwealth of Pennsylvania |
13 | express support for the Nation of Israel and for its right to |
14 | live in peace and to defend itself; and be it further |
15 | RESOLVED, That the Senate of the Commonwealth of Pennsylvania |
16 | commend Israel for its cordial and mutually beneficial |
17 | relationship with the United States and with the Commonwealth of |
18 | Pennsylvania and support Israel in its legal, historical, moral |
19 | and God-given right of self-governance and self-defense upon the |
20 | entirety of its own lands, recognizing that Israel is neither an |
21 | attacking force nor an occupier of the lands of others and that |
22 | peace can be afforded the region only through a whole and united |
23 | Israel governed under one law for all people; and be it further |
24 | RESOLVED, That a copy of this resolution be transmitted to |
25 | the presiding officers of each house of Congress, each member of |
26 | Congress from Pennsylvania and the Ambassador of Israel to the |
27 | United States. |
