A RESOLUTION

  

1

Designating Friday, January 27, 2012, as "Earned Income Tax

2

Credit (EITC) Awareness Day" in Pennsylvania.

3

WHEREAS, "EITC Awareness Day" is a national grassroots effort

4

highlighting this potentially life-changing tax credit; and

5

WHEREAS, The Earned Income Tax Credit (EITC) is a refundable

6

Federal income tax credit for low-income to moderate-income

7

working individuals and families; and

8

WHEREAS, The tax credit was enacted in 1975 following

9

Congressional approval in part to offset the burden of Social

10

Security taxes and to provide an incentive to work, and in the

11

decades that followed, the tax credit grew in size and

12

importance through legislation; and

13

WHEREAS, EITC has developed into one of the country's largest

14

antipoverty programs, lifting 6.6 million people out of poverty

each year, half of whom are children; and

2

WHEREAS, According to the Internal Revenue Service (IRS), in

3

2011, more than 26 million workers nationwide received nearly

4

$59 billion in EITC, with the average credit totaling $2,100,

5

and just over 900,000 of those workers were from this

6

Commonwealth, receiving a total of $1.81 billion; and

7

WHEREAS, The amount of the credit is based on several

8

factors, including the amount of a worker's earnings from wages,

9

self-employment or farming, the recipient's marital status and

10

number of children, and can total as much as $5,751; and

11

WHEREAS, Each year, millions of people risk missing out

12

because they do not know they have to file and claim the credit

13

to receive it, but awareness campaigns, outreach efforts and tax

14

events can help ensure that eligible workers receive the credits

15

they have earned; and

16

WHEREAS, The IRS estimates that four out of five eligible

17

taxpayers claim and receive their EITC, and "EITC Awareness Day"

18

is an attempt to raise that number to five out of five; and

19

WHEREAS, Workers at risk of overlooking the tax credit

20

include those whose earnings declined, whose marital status

21

changed, with limited English skills, living in rural areas, who

22

are Native Americans, who have disabilities or are raising

23

children with disabilities, without children, with earnings

24

below the filing requirements or living in nontraditional homes;

25

and

26

WHEREAS, The IRS works with national and local partners to

27

provide free tax help and education about EITC; and

28

WHEREAS, The United Way of Allegheny County is holding its

29

own event to help low-income and middle-income residents

30

complete their taxes for free; and

WHEREAS, The Family Tax Day event is being held Saturday,

2

January 28, 2012, and connects residents with IRS volunteers to

3

ensure that working families have the opportunity to access

4

their full refunds at tax time; and

5

WHEREAS, For eight hours, IRS volunteers will meet with

6

taxpayers, complete and file their tax forms and connect them

7

with other valuable services in the community; and

8

WHEREAS, In addition to Family Tax Day, the United Way of

9

Allegheny County and the Money In Your Pocket Coalition will

10

offer free tax preparation and financial education services

11

throughout tax season; and

12

WHEREAS, EITC education and awareness efforts can provide a

13

financial boost for working people in a recovering economy,

14

putting potentially thousands of dollars into the pockets of

15

eligible taxpayers; therefore be it

16

RESOLVED, That the Senate designate Friday, January 27, 2012,

17

as "Earned Income Tax Credit (EITC) Awareness Day" in

18

Pennsylvania.
