| A RESOLUTION |
| |
1 | Honoring William Penn and Hannah Callowhill Penn and endorsing |
2 | the construction of a Penn Memorial at the Independence Mall |
3 | National Historical Park in Philadelphia, Pennsylvania. |
4 | WHEREAS, William Penn and Hannah Callowhill Penn made |
5 | significant contributions to the foundation of the United States |
6 | of America and to the human condition with the establishment of |
7 | the 1682 "Holy Experiment"; and |
8 | WHEREAS, William and Hannah Penn are two of only seven people |
9 | ever granted Honorary Citizenship by the Congress of the United |
10 | States; and |
11 | WHEREAS, The William Penn Tercentenary drew commemorations |
12 | from at least 16 states, the Ambassador from Great Britain and |
13 | other international dignitaries to honor and recognize William |
14 | Penn as "one of the great men of his age and of all time" and |
15 | his 1682 "Holy Experiment" in government as "the keystone of the |
16 | rich philosophy later adopted by the fathers of the Constitution |
17 | of the United States"; and |
18 | WHEREAS, In Penn's promotion of the ideals of the new colony |

1 | of Pennsylvania throughout Europe, "the American Dream" and its |
2 | idealization as a melting pot was established and still impacts |
3 | the world today; and |
4 | WHEREAS, The 1682 Treaty of Friendship with the Native |
5 | Americans, more widely known as the Shackamaxon Treaty, became a |
6 | universal historical symbol of religious and civil liberties and |
7 | is one of the few events in American history noted for its just |
8 | and fair treatment of peoples of different cultures; and |
9 | WHEREAS, William Penn was directly involved in the founding |
10 | of three of the original 13 colonies, specifically Delaware, |
11 | Pennsylvania and New Jersey, which became the first three states |
12 | to ratify the Constitution of the United States; and |
13 | WHEREAS, William Penn initiated the first call for a "united |
14 | states" in his 1696 "A Plan for Union for the English Colonies |
15 | in America"; and |
16 | WHEREAS, William Penn developed the first practical plan for |
17 | world peace and a "united nations" in 1693, which was 251 years |
18 | before the United Nations was established; and |
19 | WHEREAS, Hannah Callowhill Penn became the first female |
20 | Governor and Proprietor in the New World and of its largest and |
21 | most prosperous colony, served effectively for 14 years and set |
22 | the course of the Commonwealth of Pennsylvania through the mid- |
23 | 1750s; and |
24 | WHEREAS, William Penn had a direct influence on popular |
25 | national symbols, including the Liberty Bell and Independence |
26 | Hall, as well as the United States Constitution, which are all |
27 | included in the Independence Mall National Historic Park in |
28 | Philadelphia, Pennsylvania; and |
29 | WHEREAS, The Liberty Bell was originally a 50th Anniversary |
30 | commemoration of Penn's 1701 Charter of Privileges, the most |

1 | democratic document in the world at that time, before |
2 | transforming into its present stature as an international symbol |
3 | of freedom, liberty and independence; therefore be it |
4 | RESOLVED, That the Senate honor William Penn and Hannah |
5 | Callowhill Penn for their impact and contributions to |
6 | Pennsylvania and to the foundation of the United States of |
7 | America; and be it further |
8 | RESOLVED, That the Senate endorse the construction of a Penn |
9 | Memorial at the Independence Mall National Historical Park in |
10 | Philadelphia, Pennsylvania, to honor and recognize the |
11 | accomplishments and impact of William Penn and Hannah Callowhill |
12 | Penn; and be it further |
13 | RESOLVED, That a copy of the resolution be transmitted to the |
14 | President of the United States, the presiding officers of each |
15 | house of Congress, each member of Congress from Pennsylvania and |
16 | the Secretary of the United States Department of the Interior. |
