| A RESOLUTION |
| |
1 | Designating the week of October 22 through 26, 2012, as |
2 | "Juvenile Detention Centers Week" in Pennsylvania. |
3 | WHEREAS, Pennsylvania's 18 secure detention centers serving |
4 | the 67 counties of this Commonwealth should be recognized for |
5 | their ongoing protection of our communities and the care of |
6 | youth in their custody; and |
7 | WHEREAS, These facilities provide 739 beds Statewide for more |
8 | than 15,000 admissions to juvenile detention each year in this |
9 | Commonwealth; and |
10 | WHEREAS, The existence of these facilities provides a key |
11 | service to ensure community and individual protection; and |
12 | WHEREAS, Pennsylvania's juvenile detention centers, adhering |
13 | to the Balanced and Restorative Justice Model, contribute to |
14 | public safety by providing a stable environment for at-risk |
15 | youth, both preadjudicated and adjudicated, providing education |

1 | and programming and ensuring sufficient opportunities for growth |
2 | and development of Pennsylvania's youth; and |
3 | WHEREAS, Through the continuing efforts of the juvenile |
4 | courts of Pennsylvania, juvenile detention is utilized only when |
5 | lesser restrictive environments are not in the best interest of |
6 | the youth or community; and |
7 | WHEREAS, Juvenile detention ensures every child's health and |
8 | well-being by providing competency development, self-discipline |
9 | and stabilization through comprehensive evaluations of both |
10 | physical and behavioral health and community involvement; and |
11 | WHEREAS, Hundreds of men and women are dedicated to ensuring |
12 | the proper care and supervision of the youth and are committed |
13 | to the protection of Pennsylvania's communities on a daily |
14 | basis; and |
15 | WHEREAS, Youth care workers in Pennsylvania detention |
16 | facilities stand ready on a daily basis to respond to youth who |
17 | display an array of unresolved mental health, behavioral, |
18 | educational and emotional issues; and |
19 | WHEREAS, The Juvenile Detention Centers Association of |
20 | Pennsylvania acts as the sole resource for these facilities, |
21 | offering education, representation and support for all of the |
22 | important services that juvenile detention centers provide for |
23 | this Commonwealth's youth and communities; and |
24 | WHEREAS, Pennsylvania's juvenile detention centers, in |
25 | coordination with the Juvenile Detention Centers Association of |
26 | Pennsylvania, merit one week of recognition for their unending |
27 | services aimed at protecting our communities and assisting |
28 | Pennsylvania's youth; therefore be it |
29 | RESOLVED, That the House of Representatives designate the |
30 | week of October 22 through 26, 2012, as "Juvenile Detention |
