INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, MARCH 16, 2012  

  

  

  

A RESOLUTION

Designating April 24, 2012, as "Healthy Schools Day" in

2

Pennsylvania.

3

WHEREAS, Children spend up to half of their day in schools

4

and their environs; and

5

WHEREAS, Schools have the potential to expose children to a

6

broad array of hazards, including air and drinking water

7

contaminants, toxic substances in the soil, synthetic turf and

8

other media, lead-based paints, pesticides and other toxins

9

within and outside of schools, asthma-causing pollutants, molds,

10

radon and asbestos; and

11

WHEREAS, Children may also be exposed to toxic contaminants

12

when schools are sited near environmental hazards, such as

13

hazardous waste disposal sites, or when schools are renovated or

14

expanded; and

WHEREAS, Environmental contaminants can affect children quite

2

differently than adults because children may be more highly

3

exposed to contaminants and they may be more vulnerable to the

4

toxic effects of contaminants; and 

5

WHEREAS, Environmental contaminants can affect children

6

disproportionately since their immune defenses are not fully

7

developed and their growing organs are more easily harmed; and

8

WHEREAS, Children eat more food, drink more water and breathe

9

more air relative to their size than adults do, and consequently

10

they may be exposed to relatively higher amounts of

11

contaminants; and

12

WHEREAS, Children's normal activities, such as putting their

13

hands in their mouths or playing on the ground, can result in

14

exposure to contamination that adults do not face; and

15

WHEREAS, These environmental problems contribute to

16

absenteeism, child medication use, learning difficulties, sick

17

building syndrome, staff turnover and greater liability for

18

school districts; and

19

WHEREAS, There has been a significant rise in the incidence

20

of childhood asthma, learning disabilities and cancer; and

21

WHEREAS, Environmental, public health and education laws must

22

reflect a heightened sensitivity to the more susceptible nature

23

of children and the mechanisms by which exposures and impacts

24

affect children; and

25

WHEREAS, Providing parents, teachers, other educators and the

26

public with access to information about known hazards in schools

27

will allow these persons to make informed choices about

28

environmental exposures for children and themselves; and

29

WHEREAS, Healthy and high-performance schools are designed to

30

reduce energy and maintenance costs while providing cleaner

indoor air and environmental quality, improved lighting and

2

reduced exposures to toxic substances, materials and supplies,

3

thereby providing a healthier and safer learning environment for

4

children and work environment for personnel, fostering

5

attendance, achievement and productivity; and 

6

WHEREAS, The House of Representatives has been a consistent

7

and powerful advocate for the protection of children of this

8

Commonwealth and a strong supporter of public education; and

9

WHEREAS, The House of Representatives seeks to promote

10

healthy learning places for all children and healthy workplaces

11

for school personnel; and

12

WHEREAS, Federal, State, local and private sector entities

13

should work together to ensure that resources are used

14

effectively and efficiently to address environmental health and

15

safety conditions of schools; therefore be it

16

RESOLVED, That the House of Representatives designate April

17

24, 2012, as "Healthy Schools Day" in Pennsylvania.
