A RESOLUTION

Recognizing April 2011 as "National County Government Month" in

2

Pennsylvania.

3

WHEREAS, "National County Government Month" serves to raise

4

public awareness and understanding about the roles and

5

responsibilities of the nation's counties to meet the needs of

6

the community; and

7

WHEREAS, During this month, county officials will initiate

8

outreach activities to assembled groups at high schools,

9

libraries, malls, shopping centers and colleges to educate

10

residents about county services and will meet with members of

11

the Congress of the United States to discuss county government;

12

and

13

WHEREAS, First held in 1991 as "National County Government

14

Week" and changed in 2010 to "National County Government Month,"

the observance is sponsored annually by the National Association

2

of Counties (NACo), which is the only national organization that

3

represents county governments in the United States; and

4

WHEREAS, There are 67 counties in this Commonwealth and 3,068

5

counties nationwide, serving 300 million Americans; and

6

WHEREAS, Pennsylvania counties serve a vital function in

7

providing law enforcement, judicial administration, corrections

8

and criminal justice programs; and

9

WHEREAS, Pennsylvania counties are involved in the conduct

10

and oversight of elections, which are the foundation of our

11

democracy; and

12

WHEREAS, To improve Pennsylvania's communities, counties in

13

this Commonwealth are involved in regional and environmental

14

planning and economic development and may establish housing and

15

redevelopment authorities and conduct community development

16

programs; and

17

WHEREAS, Counties are involved in public health, as they

18

provide protective services for children and youth, mental

19

health and mental retardation programs and drug and alcohol

20

awareness programs and maintain hospitals and homes for the

21

aged; and

22

WHEREAS, Counties are responsible for real estate tax

23

assessment, are involved in solid waste disposal and may support

24

local libraries and community colleges; and

25

WHEREAS, Counties take seriously the responsibility of

26

protecting and enhancing the health, welfare and safety of

27

residents in sensible and cost-effective ways; and

28

WHEREAS, Many county government initiatives and programs

29

involve the protection of valuable and vulnerable environmental

30

resources in communities; and

WHEREAS, This year's theme is "Serving Our Veterans, Armed

2

Forces and Their Families," which highlights initiatives by

3

counties to recognize, honor and thank veterans and military

4

personnel for their service and assist them in their ongoing

5

needs associated with serving the nation; therefore be it

6

RESOLVED, That the House of Representatives recognize the

7

month of April 2011 as "National County Government Month" in

8

Pennsylvania, and commend the counties in this Commonwealth for

9

sponsoring events to help residents better understand how

10

counties serve the community; and be it further

11

RESOLVED, That the House of Representatives commend the

12

employees and members of the National Association of Counties

13

for their work in increasing the public's awareness about

14

counties and for their initiatives to honor veterans and serve

15

their needs; and be it further

16

RESOLVED, That the House of Representatives call on the

17

citizens of this Commonwealth to participate in this month's

18

activities and encourage them to reflect upon the variety of

19

essential public services provided by the counties in this

20

Commonwealth and the nation; and be it further

21

RESOLVED, That a copy of this resolution be transmitted to

22

the National Association of Counties at this address: 25

23

24

be transmitted to: the County Commissioners Association of

25
