| AN ACT |
| |
1 | Designating a bridge carrying U.S. Route 202 over an unnamed |
2 | branch of the Neshaminy Creek in Doylestown Township, Bucks |
3 | County, in honor of First Lieutenant Colby J. Umbrell. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. First Lieutenant Colby J. Umbrell Memorial Bridge. |
7 | (a) Declaration of policy.--The General Assembly finds and |
8 | declares as follows: |
9 | (1) First Lieutenant Colby J. Umbrell was a resident of |
10 | Doylestown and was a 1999 graduate of Central Bucks East High |
11 | School, where he was cocaptain of the football team, a member |
12 | of the track team and an outstanding leader and all-around |
13 | student-athlete. |
14 | (2) First Lieutenant Umbrell continued his studies at |
15 | Wyoming Seminary and Johns Hopkins University, where he |
16 | played football and graduated in 2004 with a degree in |
17 | political science. |
18 | (3) Following graduation from Johns Hopkins University, |

1 | First Lieutenant Umbrell enlisted in the United States Army |
2 | and was stationed for a year in Alaska before deploying for |
3 | Iraq. |
4 | (4) First Lieutenant Umbrell, a marathon runner and |
5 | triathlete, trimmed down 50 pounds to convert himself from a |
6 | defensive lineman to a parachutist and further undertook a |
7 | mission to bring school supplies to children in Iraq. |
8 | (5) First Lieutenant Colby J. Umbrell, 25th Infantry |
9 | Division, 1st Battalion, 501st Parachute Infantry Regiment, |
10 | 4th Brigade Combat Team, died on May 3, 2007, from wounds |
11 | inflicted by an improvised explosive device which detonated |
12 | near his vehicle in Musayyib, Iraq. |
13 | (b) Designation.--U.S. Route 202, Parkway Bridge, also |
14 | carrying a 12-foot-wide shared-use path, over an unnamed branch |
15 | of the Neshaminy Creek in Doylestown Township, Bucks County, is |
16 | hereby designated as the First Lieutenant Colby J. Umbrell |
17 | Memorial Bridge. |
18 | (c) Signs.--The Department of Transportation shall erect and |
19 | maintain appropriate signs with the inscription "In Honor of |
20 | First Lieutenant Colby J. Umbrell-KIA, Iraq 2007" to indicate |
21 | the designation under subsection (b). |
22 | Section 2. Effective date. |
23 | This act shall take effect in 60 days. |
