| AN ACT |
| |
1 | Amending Title 51 (Military Affairs) of the Pennsylvania |
2 | Consolidated Statutes, establishing a Decoration of Veterans' |
3 | Graves Fund. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Title 51 of the Pennsylvania Consolidated |
7 | Statutes is amended by adding a section to read: |
8 | § 3706. Decoration of Veterans' Graves Fund. |
9 | (a) Establishment of fund.--There is established in the |
10 | State Treasury a restricted receipts account within the General |
11 | Fund which shall be known as the Decoration of Veterans' Graves |
12 | Fund. |
13 | (b) Purpose.--All contributions received for the benefit of |
14 | the fund shall be used by the department to procure suitable |
15 | veterans' grave markers and United States flags to be |
16 | distributed to participating counties for the perpetual |

1 | decoration of veterans' graves. The equitable distribution of |
2 | suitable veterans' grave markers and flags shall be determined |
3 | by the department based on application information submitted |
4 | annually by participating counties. |
5 | (c) Administration of program.-- |
6 | (1) The department shall accept voluntary contributions |
7 | from persons for deposit into the fund. |
8 | (2) All moneys received shall be deposited into the |
9 | fund. |
10 | (d) Use of fund.--The moneys deposited in the fund shall be |
11 | distributed on a continuing basis for the procurement of markers |
12 | and flags for veterans' graves. |
13 | (e) Reporting.--Not later than July 31, 2012, and July 31 |
14 | each year thereafter for the length of the program, the |
15 | department shall submit a status report on the Decoration of |
16 | Veterans' Graves Fund program to include all moneys in the fund |
17 | and distribution of the flags and veterans' markers to the |
18 | participating counties, to the Veterans Affairs and Emergency |
19 | Preparedness Committee of the Senate and to the Veterans Affairs |
20 | and Emergency Preparedness Committee of the House of |
21 | Representatives. |
22 | (f) Guidelines.--The department shall develop guidelines for |
23 | the administration of this section. |
24 | Section 2. This act shall take effect July 1, 2011. |
