A RESOLUTION

Recognizing April 1, 2010, as "Census Day" in Pennsylvania.

WHEREAS, The Constitution of the United States requires a

3

decennial census to determine the number of residents in the

4

United States and within each of its states; and

5

WHEREAS, The results of the decennial census are used to

6

apportion members of the Congress of the United States among the

7

50 states; and

8

WHEREAS, The results of the decennial census are also used to

9

determine the allocation of more than $400 billion of Federal

10

funds on an annual basis, and more than $4 trillion of Federal

11

funds over a ten-year period; and

12

WHEREAS, The results of the decennial census are used as the

13

basis for drawing the boundaries of Congressional districts,

14

state Senate districts and state House districts; and

15

WHEREAS, Census forms will be delivered to every household in

16

the United States in March 2010; and

17

WHEREAS, The 2010 Census form includes just ten questions and

should take the average household about ten minutes to complete;

2

and

3

WHEREAS, All information provided through the census is

4

confidential and protected by Federal law, with a penalty of

5

five years in prison and a fine of $250,000 for anyone who

6

violates that confidentiality; and

7

WHEREAS, Responding to the census by mail and in a timely

8

manner will save taxpayer dollars by reducing the need to pay

9

census workers to visit households; therefore be it

10

RESOLVED, That the Senate recognize April 1, 2010, as "Census

11

Day" in Pennsylvania; and be it further

12

RESOLVED, That the Senate encourage all residents of

13

Pennsylvania to participate in the census by returning the

14

census form by mail and in a timely manner.
