A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

complete a study and cost analysis of the implementation of a

3

Statewide blighted property database and report its findings,

4

conclusions and recommendations to the Senate.

5

WHEREAS, The issue of neighborhood blight impacts every

6

corner of this Commonwealth; and

7

WHEREAS, Individuals who own blighted properties often leave

8

them and move on and victimize other communities in this

9

Commonwealth by not maintaining the real property that they own;

10

and

11

WHEREAS, A Statewide blighted property database maintained by

12

the Commonwealth would help to mitigate the impact of blighted

13

property owners by giving municipalities the ability to identify

14

blighted property owners in other parts of this Commonwealth;

15

and

16

WHEREAS, The Statewide blighted property database could be

17

used by municipalities to deny individuals local permits for one

18

or more properties if the individuals have a record of owning

19

one or more blighted properties, as well as a history of not

maintaining those properties; therefore be it

2

RESOLVED, That the Legislative Budget and Finance Committee

3

complete a study and cost analysis of the implementation of a

4

Statewide blighted property database; and be it further

5

RESOLVED, That the Legislative Budget and Finance Committee

6

submit to the Senate a recommendation on which State agency

7

would best operate and maintain a Statewide blighted property

8

database; and be it further

9

RESOLVED, That the Legislative Budget and Finance Committee

10

report its findings to the Senate no later than three months

11

from the adoption of this resolution.
