| A RESOLUTION |
| |
1 | Memorializing the President of the United States and the |
2 | Congress of the United States to ensure the incorporation of |
3 | Federal and State Buy American and Domestic Content clauses |
4 | in any publicly funded economic stimulus programs to maintain |
5 | and expand our nation's aging infrastructure, particularly in |
6 | Pennsylvania where manufacturing is a key driver to the |
7 | Commonwealth's economy. |
8 | WHEREAS, The United States is confronted with its most |
9 | serious economic downturn in decades, triggering increased |
10 | unemployment and accompanying painful economic hardship for |
11 | American companies, their workers and families, including |
12 | working families in Pennsylvania where the unemployment rate |
13 | continues to escalate; and |
14 | WHEREAS, Leaders of the National Governors Association (NGA), |
15 | the National Conference of State Legislatures (NCSL) and |
16 | numerous other state and national organizations have called on |
17 | the new administration and Congress to take immediate action to |
18 | reverse the economic crisis; and |
19 | WHEREAS, Congress intends to enact taxpayer-funded economic |

1 | recovery legislation for the President's signature as soon as |
2 | possible; and |
3 | WHEREAS, The economic recovery legislation is expected to |
4 | invest billions of taxpayer dollars through state block grants |
5 | and other funding mechanisms to initiate significant job |
6 | creation through massive public works investments by rebuilding |
7 | our nation's aging infrastructure, including roads and |
8 | accompanying guardrails, utility poles, rest areas, maintenance |
9 | buildings, highway bridges, energy pipelines, rail and air |
10 | transportation networks, electrical grid expansion, water and |
11 | sewerage improvements, environmentally friendly nonresidential |
12 | renovation, and new construction of state-of-the-art schools and |
13 | hospitals, as well as other vital infrastructure needs; and |
14 | WHEREAS, Modernizing and upgrading Pennsylvania's Statewide |
15 | infrastructure will improve the overall quality of life for all |
16 | Pennsylvania families, create significant new job opportunities |
17 | and economic growth, and help revitalize and promote the |
18 | Commonwealth's critically important manufacturing sector; and |
19 | WHEREAS, Pennsylvania's vital manufacturing industries are |
20 | huge consumers of goods and services, including health care, |
21 | education and training, electricity, natural gas and alternative |
22 | fuels, as well as being utilizers of advanced technologies to |
23 | enhance competitiveness and environmental quality; therefore be |
24 | it |
25 | RESOLVED, That the Senate of Pennsylvania memorialize the |
26 | President of the United States and members of the United States |
27 | Senate and the United States House of Representatives to work |
28 | cooperatively to ensure that businesses located in the United |
29 | States, and domestic employees, be the primary beneficiaries of |
30 | economic-relief legislation by incorporating Federal and State |

1 | Buy American and Domestic Content requirements in any taxpayer- |
2 | funded economic recovery legislation; and be it further |
3 | RESOLVED, That a copy of this resolution be transmitted to |
4 | the Honorable Barack H. Obama, President of the United States; |
5 | the presiding officers of each house of Congress; and each |
6 | member of the Pennsylvania Congressional Delegation. |
