AN ACT

Making an appropriation to the Philadelphia College of

2

Osteopathic Medicine, Philadelphia.

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

5

Section 1.  The sum of $1,467,000 is hereby appropriated to

6

the Philadelphia College of Osteopathic Medicine, Philadelphia,

7

for the fiscal year July 1, 2009, to June 30, 2010, for

8

instruction in the Doctor of Osteopathy program.

Section 2.  Payments to the Philadelphia College of

10

Osteopathic Medicine on account of the appropriation provided in

11

section 1 shall be made quarterly by the Secretary of Education

12

on the basis of costs during the fiscal year and shall be

13

conditioned on continuing authority for inclusion on the Board

14

of Trustees of the Philadelphia College of Osteopathic Medicine

15

of a minimum of five persons who are not elected officials and

16

who are appointed by the Governor, the President pro tempore of

17

the Senate, the Minority Leader of the Senate, the Speaker of

18

the House of Representatives and the Minority Leader of the

House of Representatives for terms of office coterminous with

2

that of the respective appointing authority; and shall be

3

further conditioned on these appointees receiving full voting

4

rights as members of the board of trustees.

Section 3.  The Philadelphia College of Osteopathic Medicine

6

shall provide full, complete and accurate information as may be

7

required by the Department of Education or the chairman or the

8

minority chairman of the Appropriations Committee of the Senate

9

or the chairman or the minority chairman of the Appropriations

10

Committee of the House of Representatives.

Section 4.  The Philadelphia College of Osteopathic Medicine

12

shall report its revenues and expenditures and present its

13

financial statements in accordance with generally accepted

14

accounting principles and procedures for educational

15

institutions as set forth in the "Higher Education Finance

16

Manual (1975)" and the "Commonwealth of Pennsylvania Budget

17

Instructions for the State System of Higher Education, State-

18

Related Universities and Non-State-Related Colleges and

19

Universities."

Section 5.  The Trustees of the Philadelphia College of

21

Osteopathic Medicine shall report on forms provided by the

22

Department of Education to both the chairman and minority

23

chairman of the Appropriations Committee of the Senate and the

24

chairman and minority chairman of the Appropriations Committee

25

of the House of Representatives by September 30, 2010, on how

26

State-appropriated funds were expended for fiscal year 2009-2010

27

to reduce the costs to Pennsylvania resident students or to

28

provide services to Pennsylvania residents.

29

Section 6.  This act shall take effect immediately.
