AN ACT

Making an appropriation to the Trustees of the University of

2

Pennsylvania.

3

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

5

Section 1.  (a)  The sum of $34,419,000, or as much thereof

as may be necessary, is hereby appropriated to the Trustees of

7

the University of Pennsylvania for the fiscal year July 1, 2009,

8

to June 30, 2010, for veterinary activities.

(b)  The sum of $113,000 is hereby appropriated to the

Trustees of the University of Pennsylvania for the fiscal year

11

July 1, 2009, to June 30, 2010, for the general maintenance of

12

the University of Pennsylvania Museum and the purchase of such

13

apparatus and equipment as the trustees may deem necessary for

14

the best interest of the University of Pennsylvania Museum.

Section 2.  (a)  Payments to the University of Pennsylvania

16

on account of the appropriation shall be made quarterly by the

17

Secretary of Education on the basis of costs during the fiscal

year and shall be conditioned on continuing authority for

2

inclusion on the Board of Trustees of the University of

3

Pennsylvania of a minimum of four persons who are not elected

4

officials and who are appointed by the President pro tempore of

5

the Senate, the Minority Leader of the Senate, the Speaker of

6

the House of Representatives and the Minority Leader of the

7

House of Representatives for terms of office coterminous with

8

that of the respective appointing authority; and shall be

9

further conditioned on these appointees receiving full voting

10

rights as members of the board of trustees.

(b)  The University of Pennsylvania shall provide full,

12

complete and accurate information as may be required by the

13

Department of Education or the chairman or the minority chairman

14

of the Appropriations Committee of the Senate or the chairman or

15

the minority chairman of the Appropriations Committee of the

16

House of Representatives.

(c)  The University of Pennsylvania shall report its revenues

18

and expenditures and present its financial statements in

19

accordance with generally accepted accounting principles and

20

procedures for educational institutions as set forth in the

21

"Higher Education Finance Manual (1975)" and the "Commonwealth

22

of Pennsylvania Budget Instructions for the State System of

23

Higher Education, State-Related Universities and Non-State-

24

Related Colleges and Universities."

(d)  The Trustees of the University of Pennsylvania shall

26

report on forms provided by the Department of Education to both

27

the chairman and minority chairman of the Appropriations

28

Committee of the Senate and the chairman and minority chairman

29

of the Appropriations Committee of the House of Representatives

30

by September 30, 2010, on how State-appropriated funds were

expended for fiscal year 2009-2010 to reduce the costs to

2

Pennsylvania resident students or to provide services to

3

Pennsylvania residents.

Section 3.  (a)  Payments to the University of Pennsylvania

Museum on account of the appropriation provided in section 1(b)

6

shall be made quarterly by the Executive Director of the

7

Pennsylvania Historical and Museum Commission.

(b)  The Trustees of the University of Pennsylvania shall

9

provide full, complete and accurate information as may be

10

required by the Pennsylvania Historical and Museum Commission or

11

the chairman or the minority chairman of the Appropriations

12

Committee of the Senate or the chairman or the minority chairman

13

of the Appropriations Committee of the House of Representatives.

Section 3 4.  This act shall take effect immediately.
