A RESOLUTION

Memorializing the United States Department of Justice and United

2

States Attorney General Eric Holder to not hold the trials

3

for those individuals accused of being the masterminds behind

4

the September 11, 2001, terrorist attacks on the citizens of

5

the United States of America in Pennsylvania.

6

WHEREAS, United States Attorney General Eric Holder announced

7

in November that the masterminds of the September 11, 2001,

8

terrorist attacks were to be tried in civilian court in New York

9

City; and

10

WHEREAS, Since the November announcement, the Obama

11

Administration has announced that alternative terror trial

12

locations are being considered; and

13

WHEREAS, The Federal Court in the Western District of

14

Pennsylvania has been mentioned as an alternative terror trial

15

location; and

16

WHEREAS, Shanksville, Pennsylvania, is located in Somerset

County, and Somerset County is in the jurisdiction of the

2

Western District of Pennsylvania; and

3

WHEREAS, Shanksville is the location of the crash of United

4

Airlines Flight 93, which occurred as a result of the September

5

11, 2001, terrorist attacks; and

6

WHEREAS, Innocent lives on Flight 93 were tragically lost

7

trying to valiantly save the countless lives of others; and

8

WHEREAS, The safety and security of Pennsylvania residents

9

must be considered; and

10

WHEREAS, The Western District of Pennsylvania is not equipped

11

to handle trials of this magnitude; and

12

WHEREAS, Costly upgrades to ensure the safety and security of

13

the citizens of Pennsylvania would need to occur; and

14

WHEREAS, Even though the Obama Administration has pledged

15

$200 million, there is no indication that these funds will cover

16

all of the necessary expenses; and

17

WHEREAS, The trials should not be held in any location which

18

has a direct connection to the attacks perpetrated on that

19

fateful day or in any location which is not fully equipped to

20

handle the security necessitated by these trials; therefore be

21

it

RESOLVED, That the House of Representatives of the

23

Commonwealth of Pennsylvania memorialize the United States

24

Department of Justice and Attorney General Eric Holder to not

25

hold the trials for those individuals accused of being the

26

masterminds behind the September 11, 2001, terrorist attacks on

27

the citizens of the United States of America in Pennsylvania;

28

and be it further

29

RESOLVED, That a copy of this resolution be transmitted to

30

Attorney General Eric Holder, United States Department of
