A RESOLUTION

Honoring the memory of the law enforcement officers who gave

2

their lives in the line of duty in this Commonwealth and

3

recognizing May 15, 2009, as "National Police Memorial Day"

4

in Pennsylvania.

5

WHEREAS, Sergeant Stephen Liczbinski of the Philadelphia

6

Police Department made the ultimate sacrifice on May 3, 2008;

7

and

8

WHEREAS, Officer Isabel Nazario of the Philadelphia Police

9

Department made the ultimate sacrifice on September 5, 2008; and

10

WHEREAS, Sergeant Michael Weigand, Jr. of the Latimore

Township Police Department made the ultimate sacrifice on

2

September 15, 2008; and

3

WHEREAS, Sergeant Patrick McDonald of the Philadelphia Police

4

Department made the ultimate sacrifice on September 23, 2008;

5

and

6

WHEREAS, Officer David Tome of the Northern York Regional

7

Police Department made the ultimate sacrifice on October 21,

8

2008; and

9

WHEREAS, Officer Nathanial Burnfield of the South Strabane

10

Township Police Department made the ultimate sacrifice on

11

November 4, 2008; and

12

WHEREAS, Sergeant Timothy Simpson of the Philadelphia Police

13

Department made the ultimate sacrifice on November 17, 2008; and

14

WHEREAS, Special Agent Samuel Hicks of the Federal Bureau of

15

Investigation made the ultimate sacrifice on November 19, 2008;

16

and

17

WHEREAS, Officer Chris Jones of the Middletown Township

18

Police Department made the ultimate sacrifice on January 29,

19

2009; and

20

WHEREAS, Officer John Pawlowski of the Philadelphia Police

21

Department made the ultimate sacrifice on February 13, 2009; and

22

WHEREAS, Officer Eric G. Kelly of the Pittsburgh Bureau of

23

Police made the ultimate sacrifice on April 4, 2009; and

24

WHEREAS, Officer Stephen J. Mayhle of the Pittsburgh Bureau

25

of Police made the ultimate sacrifice on April 4, 2009; and

26

WHEREAS, Officer Paul J. Sciullo, II of the Pittsburgh Bureau

27

of Police made the ultimate sacrifice on April 4, 2009; and

28

WHEREAS, As of this writing, the deaths of these law

29

enforcement officers make a total of 722 officers who made the

30

ultimate sacrifice since the beginning of law enforcement within

this Commonwealth; and

2

WHEREAS, A Venango County constable who died in April 1825 is

3

believed to be the first officer to have given his life in the

4

line of duty in this Commonwealth; and

5

WHEREAS, "National Police Memorial Day" is held on May 15

6

each year; and

7

WHEREAS, The week containing May 15 is celebrated each year

8

as "National Police Week"; and

9

WHEREAS, On October 1, 1962, President John F. Kennedy signed

10

Joint Resolution 730 of the 87th Congress of the United States,

11

authorizing the President to proclaim May 15 of each year as

12

"Peace Officers Memorial Day"; and

13

WHEREAS, Twenty years passed before the first "National

14

Police Memorial Day" was recognized on May 15, 1982; and

15

WHEREAS, May 15 has continued to be observed annually in

16

memory of those police officers who made the ultimate sacrifice

17

in the line of duty; and

18

WHEREAS, The Pennsylvania State Lodge of the Fraternal Order

19

of Police presents the annual memorial service in this

20

Commonwealth; therefore be it

21

RESOLVED, That the House of Representatives honor the

22

memories of Sergeant Stephen Liczbinski, Officer Isabel Nazario,

23

Sergeant Michael Weigand, Jr., Sergeant Patrick McDonald,

24

Officer David Tome, Officer Nathanial Burnfield, Sergeant

25

Timothy Simpson, Special Agent Samuel Hicks, Officer Chris

26

Jones, Officer John Pawlowski, Officer Eric G. Kelly, Officer

27

Stephen J. Mayhle and Officer Paul J. Sciullo, II, the law

28

enforcement officers who gave their lives in the line of duty in

29

this Commonwealth in the past year, and recognize May 15, 2009,

30

as "National Police Memorial Day" in Pennsylvania.
