A CONCURRENT RESOLUTION

  

1

Establishing a commission to study the Commonwealth's fragmented

2

system of local governance and identify methods to promote

3

more regional collaboration in the delivery of municipal

4

services and the execution of local government.

5

RESOLVED (the Senate concurring), That the General Assembly,

6

in response to the recommendations of the 2007 Brookings

7

Institution Report, Committing to Prosperity: Moving Forward on

8

the Agenda to Renew Pennsylvania, and the recommendations of the

9

2007 Pennsylvania Economy League Report, Structuring Healthy

10

Communities, direct the Majority Leader of the Senate and the

11

Majority Leader of the House of Representatives to appoint a

12

commission to study the Commonwealth's system of local

13

governance and identify methods to promote more regional

14

collaboration in the delivery of municipal services and the

15

execution of local government; and be it further

16

RESOLVED, That the membership of the commission be:

 


1

(1)  The Deputy Secretary for Community Affairs and

2

Development, Pennsylvania Department of Community and

3

Economic Development, who shall serve as chairperson.

4

(2)  The chairperson and minority chairperson of the

5

Local Government Committee of the Senate or their designees.

6

(3)  The chairperson and minority chairperson of the

7

Local Government Committee of the House of Representatives or

8

their designees.

9

(2)  One member of the Senate appointed by the Majority

10

Leader of the Senate.

11

(3)  One member of the Senate appointed by the Minority

12

Leader of the Senate.

13

(4)  One member of the House of Representatives appointed

14

by the Majority Leader of the House of Representatives.

15

(5)  One member of the House of Representatives appointed

16

by the Minority Leader of the House of Representatives.

(6)  Members appointed as follows:

18

(i)  A representative of the Pennsylvania Economy

19

League, appointed from a list submitted by the league to

20

the Speaker of the House of Representatives.

21

(ii)  A representative of the Council of State

22

Governments, appointed from a list submitted by the

23

council to the Speaker of the House of Representatives.

24

(iii)  A representative of the County Commissioners

25

Association of Pennsylvania, appointed from a list

26

submitted by the association to the Speaker of the House

27

of Representatives.

28

(iv)  Two representatives of 10,000 Friends of

29

Pennsylvania, one representing the organization is at

30

large and one representing the organization's subsidiary

campaign to Renew Pennsylvania, both appointed from a

list submitted by the organization to the Speaker of the

3

House of Representatives.

(v)  A representative of the Pennsylvania State

5

Association of Township Supervisors, appointed from a

6

list submitted by the association to the President pro

7

tempore of the Senate.

8

(vi)  A representative of the Pennsylvania State

9

Association of Boroughs, appointed from a list submitted

10

by the association to the President pro tempore of the

11

Senate.

(vii)  A representative of the Pennsylvania League of

13

Cities and Municipalities, appointed from a list

14

submitted by the league to the President pro tempore of

15

the Senate.

16

(viii)  A representative of the Pennsylvania

17

Municipal Authorities Association, appointed from a list

18

submitted by the association to the President pro tempore

19

of the Senate.

20

(ix)  The Executive Director of the State Planning

21

Board, or his designee.

22

(x)  The Executive Director of the Local Government

23

Commission or his designee;

24

and be it further

25

RESOLVED, That the commission be staffed by the Legislative

26

Office for Research Liaison; and be it further

27

RESOLVED, That the commission be charged with the following:

28

(1)  Conduct a study of the current system of local

29

governance in Pennsylvania.

30

(2)  Conduct a study of the current State financial and

technical assistance programs available to municipalities.

(3)  Provide recommended measures that would ensure or

3

improve the fiscal stability of municipalities.

4

(4)  Provide recommended changes that would make regional

5

cooperation more attractive to municipalities.

6

(5)  Provide recommended changes that would remove or

7

reduce barriers to regional cooperation;

8

and be it further

9

RESOLVED, That the commission report to the General Assembly

10

the results of its study and its recommendations and file the

11

report with the Secretary of the Senate and the Chief Clerk of

12

the House of Representatives within six months of the adoption

13

of this concurrent resolution.
