The General Assembly finds and declares as follows:

crimes against witnesses, have been orchestrated by

imprisoned individuals with access to contraband cell phones.

Maryland has had high rates of success discovering and

14

removing illegal cell phones from prisons.

15

(4)  Other states, including New Jersey and Virginia,

16

have initiated K-9 Cell Phone Detection Programs as a way of

17

eradicating the possession and use of contraband cell phones

by inmates in state prisons.

2

(5)  Since initiating the use of a cell-phone-detecting

3

K-9 in its prisons, the City of Philadelphia has had higher

illegal cell phones.
