| AN ACT |
| |
1 | Directing the transfer of funds from certain accounts of the |
2 | General Assembly to the Higher Education Assistance Fund for |
3 | the purpose of providing financial aid in the form of grants |
4 | to students by the Pennsylvania Higher Education Assistance |
5 | Agency. |
6 | The General Assembly of the Commonwealth of Pennsylvania |
7 | finds and declares that: |
8 | (1) Due to the drastic increase in the average cost of |
9 | tuition and fees to public and private universities, increased |
10 | subsidization is needed to compensate for those rising costs in |
11 | higher education. |
12 | (2) Currently available programs are not adequate for |
13 | funding the needs of students within this Commonwealth, leading |
14 | to increased debt among college and professional school |
15 | graduates as a result of subsidizing with high-interest private |
16 | loans. |
17 | (3) As the worldwide financial crisis continues, the pool of |
18 | available credit continues to decrease, leaving students with |
19 | limited options for funding. |

1 | (4) Increased availability of higher education grant |
2 | programs will provide adequate funding for citizens of this |
3 | Commonwealth to attend institutions of higher education, will |
4 | contribute to the retention of educated individuals in this |
5 | Commonwealth and will benefit Pennsylvania's communities. |
6 | (5) Increased funding in the form of higher education |
7 | assistance grants will make this Commonwealth more competitive |
8 | with other states in terms of educational affordability, |
9 | retention of citizens and productivity. |
10 | The General Assembly of the Commonwealth of Pennsylvania |
11 | hereby enacts as follows: |
12 | Section 1. Short title. |
13 | This act shall be known and may be cited as the Endow |
14 | Pennsylvania’s Future Act. |
15 | Section 2. Purpose. |
16 | The purpose of this act is to increase funds available to |
17 | Pennsylvania residents seeking financial education assistance in |
18 | the form of grants through the Pennsylvania Higher Education |
19 | Assistance Agency through a transfer of funds. |
20 | Section 3. Definitions. |
21 | The following words and phrases when used in this act shall |
22 | have the meanings given to them in this section unless the |
23 | context clearly indicates otherwise: |
24 | "Accounts." All of the following: |
25 | (1) The Caucus Operations Account (R) of the Senate or |
26 | any other account that is used by the Senate for the same |
27 | purpose. |
28 | (2) The Caucus Operations Account (D) of the Senate or |
29 | any other account that is used by the Senate for the same |
30 | purpose. |

1 | (3) The Special Leadership Account (R) of the House of |
2 | Representatives or any other account that is used by the |
3 | House of Representatives for the same purpose. |
4 | (4) The Special Leadership Account (D) of the House of |
5 | Representatives or any other account that is used by the |
6 | House of Representatives for the same purpose. |
7 | "Agency." The Pennsylvania Higher Education Assistance |
8 | Agency established under the act of August 7, 1963 (P.L. 549, |
9 | No. 290), known as the Pennsylvania Higher Education Assistance |
10 | Agency Act. |
11 | "Grants." Funding provided by the Pennsylvania Higher |
12 | Education Assistance Agency to eligible applicants as authorized |
13 | under section 4(1.3) of the act of August 7, 1963 (P.L. 549, No. |
14 | 290), known as the Pennsylvania Higher Education Assistance |
15 | Agency Act, for use to defer the cost of higher education. |
16 | Section 4. Transfer of funds. |
17 | The following amounts shall be lapsed from the accounts and |
18 | shall be transferred from the accounts to the Higher Education |
19 | Assistance Fund no later than July 1, 2009: |
20 | (1) The Caucus Operations Account (R) of the Senate or |
21 | any other account that is used by the Senate for the same |
22 | purpose, the sum of $25,000,000. |
23 | (2) The Caucus Operations Account (D) of the Senate or |
24 | any other account that is used by the Senate for the same |
25 | purpose, the sum of $25,000,000. |
26 | (3) The Special Leadership Account (R) of the House of |
27 | Representatives or any other account that is used by the |
28 | House of Representatives for the same purpose, the sum of |
29 | $25,000,000. |
30 | (4) The Special Leadership Account (D) of the House of |

2 | House of Representatives for the same purpose, the sum of |
3 | $25,000,000. |
4 | Section 5. Use of transferred funds. |
5 | The moneys transferred under section 4 shall be used by the |
6 | agency to make grants. |
7 | Section 6. Effective date. |
8 | This act shall take effect immediately. |
