                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," further providing for the
    21     powers and duties of the Auditor General; and repealing
    22     provisions relating to the Legislative Audit Advisory
    23     Commission.

    24     The General Assembly of the Commonwealth of Pennsylvania
    25  hereby enacts as follows:
    26     Section 1.  Section 706 of the act of April 9, 1929 (P.L.177,
    27  No.175), known as The Administrative Code of 1929, is amended by
    28  adding a subsection to read:

     1     Section 706.  Auditor General.--* * *
     2     (e)  The Auditor General shall annually audit the financial
     3  affairs of the unified judicial system and the General Assembly
     4  and its legislative service agencies using generally accepted
     5  government auditing standards. The accounts and books of the
     6  unified judicial system, the General Assembly and legislative
     7  service agencies, including all receipts, disbursements,
     8  contracts, investments and other matters relating to their
     9  finances, operation and affairs shall be examined. The Auditor
    10  General may recommend measures for the improvement of
    11  preauditing and postauditing of the financial affairs of the
    12  unified judicial system and the General Assembly and its
    13  legislative service agencies. The Auditor General, the Supreme
    14  Court and the General Assembly shall provide free access to the
    15  audits on their respective Internet websites.
    16     Section 2.  Repeals are as follows:
    17         (1)  The General Assembly declares that the repeal under
    18     paragraph (2) is necessary to effectuate the amendment of
    19     section 706 of the act.
    20         (2)  The act of June 30, 1970 (P.L.442, No.151),
    21     entitled, "An act implementing the provisions of Article
    22     VIII, section 10 of the Constitution of Pennsylvania, by
    23     designating the Commonwealth officers who shall be charged
    24     with the function of auditing the financial transactions
    25     after the occurrence thereof of the Legislative and Judicial
    26     branches of the government of the Commonwealth, establishing
    27     a Legislative Audit Advisory Commission, and imposing certain
    28     powers and duties on such commission," is repealed.
    29     Section 3.  This act shall take effect immediately.
