SENATE BILL

No. 936 Session of 2007

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $5,592,000 is hereby appropriated
     6  to the Thomas Jefferson University, Philadelphia, for the fiscal
     7  year July 1, 2007, to June 30, 2008, for instruction in the
     8  Doctor of Medicine program.
     9     (b)  The sum of $4,260,000 is hereby appropriated to the
    10  Thomas Jefferson University, Philadelphia, for the fiscal year
    11  July 1, 2007, to June 30, 2008, for the general maintenance of
    12  the Thomas Jefferson University, including the College of Allied
    13  Health Sciences, student aid and Children's Heart Hospital.
    14     Section 2.  (a)  Payments to the Thomas Jefferson University
    15  on account of the appropriations provided in section 1(a) and
    16  (b) shall be made quarterly by the Secretary of Education on the
    17  basis of costs during the fiscal year and shall be conditioned


     1  on continuing authority for inclusion on the Board of Trustees
     2  of the Thomas Jefferson University of a minimum of five
     3  individuals who are not elected officials and who are appointed,
     4  one each, by the Governor, the President pro tempore of the
     5  Senate, the Minority Leader of the Senate, the Speaker of the
     6  House of Representatives and the Minority Leader of the House of
     7  Representatives, for terms of office coterminous with that of
     8  their appointing authority; and shall be further conditioned on
     9  these appointees receiving full voting rights as members of the
    10  board of trustees. The legislative appointee under this
    11  subsection with the most seniority on the board must be a member
    12  of the executive committee of the board. The legislative
    13  appointee who is second most senior on the board must be a
    14  member of the finance committee of the board. The legislative
    15  appointee who is on the executive committee shall, within two
    16  weeks of each executive committee meeting, send each legislative
    17  appointee to the board a written summary of the meeting.
    18     (b)  The Thomas Jefferson University shall provide full,
    19  complete and accurate information as may be required by the
    20  Department of Education or the chairman or the minority chairman
    21  of the Appropriations Committee of the Senate or the chairman or
    22  the minority chairman of the Appropriations Committee of the
    23  House of Representatives.
    24     (c)  The Thomas Jefferson University shall report its
    25  revenues and expenditures and present its financial statements
    26  in accordance with generally accepted accounting principles and
    27  procedures for educational institutions as set forth in the
    28  "Higher Education Finance Manual (1975)" and the "Commonwealth
    29  of Pennsylvania Budget Instructions for the State System of
    30  Higher Education, State-Related Universities and Non-State-

     1  Related Colleges and Universities."
     2     (d)  The trustees of the Thomas Jefferson University shall
     3  report on forms provided by the Department of Education to both
     4  the chairman and minority chairman of the Appropriations
     5  Committee of the Senate and the chairman and minority chairman
     6  of the Appropriations Committee of the House of Representatives
     7  by September 30, 2008, on how State-appropriated funds were
     8  expended for fiscal year 2007-2008 to reduce the costs to
     9  Pennsylvania resident students or to provide services to
    10  Pennsylvania residents.
    11     Section 3.  This act shall take effect July 1, 2007, or
    12  immediately, whichever is later.
