AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation for the Colleges of Medicine, Public Health, 3 Nursing and Health Professions and for continuation of 4 pediatric services. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. (a) The sum of $7,759,000 is hereby appropriated 8 to the Philadelphia Health and Education Corporation for the 9 College of Medicine for the fiscal year July 1, 2007, to June 10 30, 2008, for instruction in the Doctor of Medicine program. 11 (b) The sum of $1,727,000 is hereby appropriated to the 12 Philadelphia Health and Education Corporation for the Colleges 13 of Medicine, Public Health, Nursing and Health Professions for 14 the fiscal year July 1, 2007, to June 30, 2008, for the general 15 maintenance of the Colleges of Medicine, Public Health and 16 Nursing, including the Allied Health, Professions and Graduate 17 Schools, and for student aid. 18 (c) The sum of $307,000 is hereby appropriated to the
1 Philadelphia Health and Education Corporation for the fiscal 2 year July 1, 2007, to June 30, 2008, for minority educational 3 and recruitment programs. 4 (d) The sum of $712,000 is hereby appropriated to the 5 Philadelphia Health and Education Corporation, for the fiscal 6 year July 1, 2007, to June 30, 2008, for continued pediatric 7 outpatient and inpatient treatment of severe physically 8 disabling diseases. 9 (e) The sum of $149,000 is hereby appropriated to the 10 Philadelphia Health and Education Corporation, for the fiscal 11 year July 1, 2007, to June 30, 2008, for continued support of 12 the handicapped children's clinic. 13 (f) The sum of $2,011,000 is hereby appropriated to the 14 Philadelphia Health and Education Corporation, for the College 15 of Medicine for the fiscal year July 1, 2007, to June 30, 2008, 16 for operating expenses. 17 Section 2. (a) Payments to the Philadelphia Health and 18 Education Corporation on account of the appropriations provided 19 in section 1(a), (b), (c) and (f) shall be made quarterly by the 20 Secretary of Education on the basis of costs during the fiscal 21 year and shall be conditioned on continuing authority for 22 inclusion on the Board of Trustees of the Philadelphia Health 23 and Education Corporation of a minimum of five persons who are 24 not elected officials and who are appointed by the Governor, the 25 President pro tempore of the Senate, the Minority Leader of the 26 Senate, the Speaker of the House of Representatives and the 27 Minority Leader of the House of Representatives for terms of 28 office coterminous with that of the respective appointing 29 authority; and shall be further conditioned on these appointees 30 receiving full voting rights as members of the board of 20070S0935B1118 - 2 -
1 trustees. 2 (b) Payments to the Philadelphia Health and Education 3 Corporation on account of the appropriations provided in section 4 1(d) and (e) shall be made by the Secretary of Health in equal 5 quarterly payments. 6 Section 3. (a) The Philadelphia Health and Education 7 Corporation shall provide full, complete and accurate 8 information for the appropriations under section 1(a), (b), (c) 9 and (f) as may be required by the Department of Education or the 10 chairman or the minority chairman of the Appropriations 11 Committee of the Senate or the chairman or the minority chairman 12 of the Appropriations Committee of the House of Representatives. 13 (b) The Philadelphia Health and Education Corporation shall 14 provide full, complete and accurate information for the 15 appropriations under section 1(d) and (e) as may be required by 16 the Department of Health or the chairman or the minority 17 chairman of the Appropriations Committee of the Senate or the 18 chairman or the minority chairman of the Appropriations 19 Committee of the House of Representatives. 20 Section 4. The Philadelphia Health and Education Corporation 21 for the Colleges of Medicine, Public Health, Nursing and Health 22 Professions shall report its revenues and expenditures and 23 present its financial statements in accordance with generally 24 accepted accounting principles and procedures for educational 25 institutions as set forth in the "Higher Education Finance 26 Manual (1975)" and the "Commonwealth of Pennsylvania Budget 27 Instructions for the State System of Higher Education, State- 28 Related Universities and Non-State-Related Colleges and 29 Universities." 30 Section 5. 1 Education Corporation for the Colleges of Medicine, Public 2 Health, Nursing and Health Professions shall report on forms 3 provided by the Department of Education to both the chairman and 4 minority chairman of the Appropriations Committee of the Senate 5 and the chairman and minority chairman of the Appropriations 6 Committee of the House of Representatives by September 30, 2008, 7 on how State-appropriated funds were expended for fiscal year 8 2007-2008 to reduce the costs to Pennsylvania resident students 9 or to provide services to Pennsylvania residents. 10 Section 6.
