SENATE BILL

        AS AMENDED, COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, JULY 14, 2007

                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The following sums, or as much thereof as
     6  may be necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 2007, to
     8  June 30, 2008, for the purposes and in the amounts as shown:
     9     (1)  For dental clinics........................    $1,088,000
    10     (2)  For instruction in the Doctor of Medicine
    11  program...........................................     4,057,000
    12     (3)  For veterinary activities.................    39,450,000
    13     (4)  For Center for Infectious Disease.........     3,216,000
    14     (5)  For cardiovascular studies................     1,609,000
    15     (b)  The sum of $231,000 $254,000 is hereby appropriated to    <--
    16  the Trustees of the University of Pennsylvania for the fiscal


     1  year July 1, 2007, to June 30, 2008, for the general maintenance
     2  of the University of Pennsylvania Museum and the purchase of
     3  such apparatus and equipment as the trustees may deem necessary
     4  for the best interest of the University of Pennsylvania Museum.
     5     Section 2.  (a)  Payments to the University of Pennsylvania
     6  on account of the appropriations for the items provided in
     7  section 1(a) shall be made quarterly by the Secretary of
     8  Education on the basis of costs during the fiscal year and shall
     9  be conditioned on continuing authority for inclusion on the
    10  Board of Trustees of the University of Pennsylvania of a minimum
    11  of four persons who are not elected officials and who are
    12  appointed by the President pro tempore of the Senate, the
    13  Minority Leader of the Senate, the Speaker of the House of
    14  Representatives and the Minority Leader of the House of
    15  Representatives for terms of office coterminous with that of the
    16  respective appointing authority; and shall be further
    17  conditioned on these appointees receiving full voting rights as
    18  members of the board of trustees.
    19     (b)  The University of Pennsylvania shall provide full,
    20  complete and accurate information as may be required by the
    21  Department of Education or the chairman or the minority chairman
    22  of the Appropriations Committee of the Senate or the chairman or
    23  the minority chairman of the Appropriations Committee of the
    24  House of Representatives.
    25     (c)  The University of Pennsylvania shall report its revenues
    26  and expenditures and present its financial statements in
    27  accordance with generally accepted accounting principles and
    28  procedures for educational institutions as set forth in the
    29  "Higher Education Finance Manual (1975)" and the "Commonwealth
    30  of Pennsylvania Budget Instructions for the State System of

     1  Higher Education, State-Related Universities and Non-State-
     2  Related Colleges and Universities."
     3     (d)  The Trustees of the University of Pennsylvania shall
     4  report on forms provided by the Department of Education to both
     5  the chairman and minority chairman of the Appropriations
     6  Committee of the Senate and the chairman and minority chairman
     7  of the Appropriations Committee of the House of Representatives
     8  by September 30, 2008, on how State-appropriated funds were
     9  expended for fiscal year 2007-2008 to reduce the costs to
    10  Pennsylvania resident students or to provide services to
    11  Pennsylvania residents.
    12     Section 3.  (a)  Payments to the University of Pennsylvania
    13  Museum on account of the appropriation provided in section 1(b)
    14  shall be made quarterly by the Executive Director of the
    15  Pennsylvania Historical and Museum Commission.
    16     (b)  The Trustees of the University of Pennsylvania shall
    17  provide full, complete and accurate information as may be
    18  required by the Pennsylvania Historical and Museum Commission or
    19  the chairman or the minority chairman of the Appropriations
    20  Committee of the Senate or the chairman or the minority chairman
    21  of the Appropriations Committee of the House of Representatives.
    22     Section 4.  This act shall take effect July 1, 2007, or
    23  immediately, whichever is later.
