        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 9, 2008

                                  A RESOLUTION

     1  Designating the month of September 2008 as "Alcohol and Drug
     2     Addiction Recovery Month" in Pennsylvania.

     3     WHEREAS, Alcoholism and drug addiction is a major public
     4  health problem in this Commonwealth and our nation; and
     5     WHEREAS, One in ten Pennsylvanians suffer from the disease of
     6  addiction; and
     7     WHEREAS, One in four families has a member with an alcohol or
     8  other drug addiction; and
     9     WHEREAS, The cost for the effects of untreated addiction is
    10  higher than the cost of heart disease and cancer; and


     1     WHEREAS, Addiction treatment is highly effective for youths
     2  and adults; and
     3     WHEREAS, Addiction treatment prevents fetal alcohol and drug
     4  syndrome and other addiction-related illness; and
     5     WHEREAS, Addiction treatment reduces crime and driving under
     6  the influence while improving safety in communities,
     7  neighborhoods and schools; and
     8     WHEREAS, Studies have repeatedly demonstrated that addiction
     9  treatment saves at least $7 for every $1 invested; and
    10     WHEREAS, The House of Representatives recognizes those who
    11  have lost their lives to addiction and the suffering of their
    12  bereaved families for which there is no measure; and
    13     WHEREAS, The House of Representatives commends the leadership
    14  and healing of self-help groups, Alcoholics Anonymous, Narcotics
    15  Anonymous, groups for families and addiction treatment centers
    16  across this Commonwealth; and
    17     WHEREAS, Throughout the nation, the month of September is
    18  observed as "National Alcohol and Drug Addiction Recovery
    19  Month"; and
    20     WHEREAS, The annual observance focuses on recovery and
    21  treatment and allows the Commonwealth and our neighborhoods to
    22  recognize the dignity of recovery and the benefits of addiction
    23  treatment services; therefore be it
    24     RESOLVED, That the House of Representatives designate the
    25  month of September 2008 as "Alcohol and Drug Addiction Recovery
    26  Month" in Pennsylvania.
