A RESOLUTION 1 Commemorating the 85th anniversary of the Pennsylvania Sheriffs' 2 Association and its public service to this Commonwealth. 3 WHEREAS, Citizens of this Commonwealth can trace the history 4 of the Office of Sheriff to England, predating the signing of 5 the Magna Carta in 1215; and 6 WHEREAS, The Office of Sheriff is referenced in the "Frame of 7 Government of Pennsylvania," written by William Penn, the 8 founder of Pennsylvania, in 1682; and 9 WHEREAS, The Office of Sheriff has been designated in every
1 Constitution of Pennsylvania since 1776 as a constitutional 2 office and the sheriffs as constitutional officers; and 3 WHEREAS, The sheriffs of this Commonwealth in the early 20th 4 century decided to unite and form an organization to help 5 exchange information and expertise and provide training and 6 education to sheriffs and deputy sheriffs; and 7 WHEREAS, In 1923, the General Assembly authorized the 8 Pennsylvania Sheriffs' Association to organize with the mission 9 to improve the Office of Sheriff so as to better serve and 10 protect the public; and 11 WHEREAS, As an elected constitutional officer, the sheriff 12 shall ensure the peace and assist in all other law enforcement 13 activities authorized by statute; and 14 WHEREAS, Sheriffs of this Commonwealth are entrusted, among 15 other duties, with the security and protection of the 16 courthouses in this State's 67 counties, the service of writs 17 and bench warrants and the transportation of prisoners; and 18 WHEREAS, The Pennsylvania Sheriffs' Association closely works 19 with sheriffs, other law enforcement agencies and State 20 lawmakers to improve public safety services in the communities 21 of this Commonwealth; and 22 WHEREAS, It is the goal of the Pennsylvania Sheriffs' 23 Association to provide continuous support to sheriffs who serve 24 the counties of this Commonwealth; and 25 WHEREAS, The Pennsylvania Sheriffs' Association is marking 26 its 85th anniversary of service to the sheriffs and citizens of 27 this Commonwealth; therefore be it 28 RESOLVED, That the House of Representatives recognize the 29 Pennsylvania Sheriffs' Association as it continues to preserve 30 the standards pertaining to the safety of and service to the 20080H0835R4096 - 2 -
