INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 2, 2008
A RESOLUTION 1 Recognizing April 28, 2008, as "National Healthy Schools Day" in 2 Pennsylvania. 3 WHEREAS, "National Healthy Schools Day" observances in 4 communities nationwide highlight the impact of school facilities 5 and the school environment on child health, development and 6 academic achievement; and 7 WHEREAS, A healthy learning environment heightens student 8 attendance and student performance; and 9 WHEREAS, The Commonwealth is committed to the health of all 10 students in public school districts, charter schools, 11 intermediate units, career and technical education schools and
1 area vocational-technical schools; and 2 WHEREAS, The Department of Education, the Department of 3 Health and other State agencies promote healthy schools policies 4 in cooperation with school officials and community partners; and 5 WHEREAS, The Commonwealth has implemented guidelines to 6 prevent or resolve indoor air quality problems in public school 7 facilities, where young children and children with special needs 8 are especially vulnerable to toxic mold and chemical exposure, 9 which can affect their development, cause upper respiratory 10 illnesses and contribute to learning disabilities; and 11 WHEREAS, Indoor air quality can also affect attendance, 12 concentration and performance by both children and teachers, who 13 normally spend between 30 to 50 hours each week in school 14 buildings; and 15 WHEREAS, A goal of "National Healthy Schools Day" is to raise 16 awareness regarding air quality in our schools and to encourage 17 schools to improve air quality by providing better ventilation, 18 maintenance and cleaning of heating, ventilation and air 19 conditioning systems and by using nontoxic cleaning products; 20 and 21 WHEREAS, "National Healthy Schools Day" is the first day of 22 "School Building Week," April 28 through May 2, 2008; therefore 23 be it 24 RESOLVED, That the House of Representatives recognize April 25 28, 2008, as "National Healthy Schools Day" in Pennsylvania.
