        INTRODUCED BY SOLOBAY, ARGALL, BELFANTI, BRENNAN, CALTAGIRONE,
           CAPPELLI, EVERETT, FAIRCHILD, GOODMAN, GRUCELA, KORTZ, KOTIK,
           KULA, MAHONEY, McILHATTAN, M. O'BRIEN, PALLONE, PETRONE,
           TANGRETTI, WALKO AND YOUNGBLOOD, JULY 9, 2007

        REFERRED TO COMMITTEE ON TRANSPORTATION, JULY 9, 2007

                                  A RESOLUTION

     1  Directing the Legislative Budget and Finance Committee to
     2     conduct a study on the fiscal impact of gateway tolling,
     3     including fees for motorists entering or exiting this
     4     Commonwealth on interstate highways, to perform a cost
     5     analysis on the implementation of tolling booths, including
     6     the cost of labor to operate the tolling booths on interstate
     7     highways, and to make a report.

     8     WHEREAS, The need for a dedicated income source for mass
     9  transit is of paramount importance to this Commonwealth; and
    10     WHEREAS, Every possible source of income needs to be
    11  considered and examined in detail; and
    12     WHEREAS, The practice of collecting fees from vehicles
    13  entering or exiting this Commonwealth, or both, known as gateway
    14  tolling, is used by other states as a dedicated source of
    15  income; and
    16     WHEREAS, There has yet to be a reliable and official study
    17  conducted to determine the fiscal impact of gateway tolling in
    18  Pennsylvania; therefore be it
    19     RESOLVED, That the Legislative Budget and Finance Committee


     1  conduct a study on the fiscal impact of gateway tolling,
     2  including fees for motorists entering or exiting this
     3  Commonwealth on interstate highways, as well as a cost analysis
     4  on the implementation of tolling booths and the cost of labor to
     5  operate the booths; and be it further
     6     RESOLVED, That the study include detailed information
     7  regarding one-way tolling and two-way tolling, including
     8  recommendations as to which interstates would be best suited to
     9  collect the tolls; and be it further
    10     RESOLVED, That the Legislative Budget and Finance Committee
    11  report its findings to the House of Representatives no later
    12  than May 1, 2008.
