A RESOLUTION 1 Honoring the work and achievements of Judith M. Heh, a favorite 2 daughter of this Commonwealth. 3 WHEREAS, In 1982, Judith M. Heh was the first woman elected 4 to a Statewide office for the Pennsylvania AFL-CIO and served 5 eight years as secretary-treasurer and four years as executive 6 vice president and director of the Committee on Political 7 Education (COPE); and 8 WHEREAS, While at the Pennsylvania AFL-CIO, Governor Robert 9 P. Casey appointed Ms. Heh as the chair for the Pennsylvania 10 Commission for Women (1987-1995), a member of the Governor's 11 Economic Development Partnership (1987-1994); and a member of 12 the State Job Partnership Training Coordinating Council (1991- 13 1994); Governor Casey also appointed her to the Unemployment 14 Advisory Committee to serve with other labor and business 15 leaders to resolve the financial crisis of the Pennsylvania
1 Unemployment Compensation Fund; and 2 WHEREAS, Ms. Heh, since 1994, has served as director of 3 District Council 90 of the American Federation of State, County 4 and Municipal Employees (AFSCME), which represents approximately 5 10,000 public employees and health care workers in Dauphin 6 County and was the first female to serve as a district council 7 director for AFSCME in Pennsylvania; and 8 WHEREAS, Formerly of Pittsburgh, Ms. Heh worked there in 9 State government and became one of the local leaders of AFSCME, 10 serving as president of Local 2578 for ten years; and 11 WHEREAS, Throughout her career, Ms. Heh has championed the 12 cause to eliminate sex-based, race-based and wage-based 13 discrimination in the workplace and from 1983 until the 14 enactment of the Family and Medical Leave Act in 1993, she was 15 chair of the Family and Medical Leave Coalition in Pennsylvania, 16 composed of more than 80 labor, progressive and civil rights 17 organizations to promote FMLA legislation at the national and 18 State level; and 19 WHEREAS, Ms. Heh has also served as treasurer and vice 20 president of the Harrisburg Region Central Labor Council, State 21 vice president for the Coalition of Labor Union Women (CLUW), a 22 board member for the United Way of the Capital Region, treasurer 23 for the Pennsylvania Labor History Society and chair for the 24 Union Leadership Academy (ULA) for Pennsylvania, New Jersey and 25 West Virginia; therefore be it 26 RESOLVED, That the House of Representatives honor and 27 recognize the work and achievements of Judith M.
