        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 23, 2007

                                  A RESOLUTION

     1  Observing August 1, 2007, as "World Scouting Day" in
     2     Pennsylvania in commemoration of the 100th anniversary of the
     3     establishment of the Scout Movement.

     4     WHEREAS, On August 1, 1907, Lord Robert Baden-Powell first
     5  organized a small camp on Brownsea Island, England, to train
     6  young boys on the skills of life and the outdoors; and
     7     WHEREAS, The Brownsea Island camp, which lasted for nine
     8  days, sought to put Lord Baden-Powell's book titled "Scouting
     9  for Boys" into practice; and
    10     WHEREAS, The success of "Scouting for Boys" and the Brownsea

     1  Island camp produced a movement that reached a worldwide
     2  membership of more than 1 million youths by 1922; and
     3     WHEREAS, Today there are more than 28 million Scouts
     4  worldwide in 216 countries and territories; and
     5     WHEREAS, More than 300 million people have participated in
     6  Scouting since Lord Baden-Powell's first camp; and
     7     WHEREAS, One well-known group in the United States, which was
     8  established as a result of Lord Baden-Powell's scouting
     9  movement, became known as the Boy Scouts of America; and
    10     WHEREAS, The Boy Scouts of America in 2007 includes more than
    11  3.4 million Boy Scouts, representing 142,587 scouting units and
    12  321 councils in 16,800 communities across 50 states; and
    13     WHEREAS, Lord Baden-Powell's idea and determination to
    14  organize, educate and train young boys was destined to become
    15  and continues to be the world's largest voluntary youth movement
    16  encompassing Scouts across the entire globe; therefore be it
    17     RESOLVED, That the House of Representatives observe August 1,
    18  2007, as "World Scouting Day" in Pennsylvania in commemoration
    19  of the 100th anniversary of the establishment of the Scout
    20  Movement and in appreciation of the vision and work of Lord
    21  Baden-Powell.
