AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for tire equipment and traction
3 surfaces.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 4525(c) and (e) of Title 75 of the
7 Pennsylvania Consolidated Statutes are amended to read:
8 § 4525. Tire equipment and traction surfaces.

10 (c) Ice grips and tire studs.--Tires in which ice grips or
11 tire studs of wear resisting material have been installed which
12 provide resiliency upon contact with the road and which have
13 projections not exceeding two thirty-seconds of an inch beyond
14 the tread of the traction surface of the tire shall be permitted
15 between November 1 of each year and April [15] 30 of the
16 following year. The Governor may by executive order extend the
17 time tires with ice grips or tire studs may be used when highway
1 conditions are such that such tires would be a safety factor in
2 traveling Commonwealth highways. The use of tires with ice grips
3 or tire studs contrary to the provisions of this subsection
4 shall be unlawful.

6 (e) Penalty.--
7 (1) Any person violating the provisions of subsection
8 (c) shall be guilty of a summary offense and, upon conviction
9 thereof, shall be sentenced to pay a fine as indicated in
10 paragraph (2) and, in default of payment thereof, shall
11 undergo imprisonment for not more than 30 days.
12 (2) Fines for violation of subsection (c) relating to
13 the period of use of ice grips or tire studs shall be
14 determined from the following chart based on the period of
15 unauthorized use:

18 July 1 to July 31 55
19 August 1 to August 31 55
20 September 1 to September 30 55
21 October 1 to October 31 55
22 (3) Fines for any other violation of subsection (c)
23 shall be determined according to the chart in paragraph (2)
24 except that fines for violations occurring between November 1
25 to April [15] 30 shall be $10.
26 Section 2. This act shall take effect in 60 days.
